Nature of Work

The purpose of this job is to provide day-to-day oversight of the Industrial Stormwater (ISW) Management program as part of the City's overarching Municipal Separate Storm Sewer Permit (MS4). Along with management of the industrial stormwater program, the successful applicant will also assist in managing Environmental Service Department (ESD) capital projects in coordination with the City Engineering department. Responsible for project delivery from beginning to end regarding scope, schedule, and budget. Oversees consultants for facility and utility construction projects from developing scope, and managing the design phase through the construction phase.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Facilitates the distribution of Industrial Stormwater User Surveys to applicable industries and determines appropriate risk and inspection categories for industrial users.

  • Responsible for reviewing Industrial Stormwater Surveys and communicating with property owners.

  • Reviews Industrial Stormwater Pollution Prevention Plans (SWPPP) and is responsible for issuing industrial stormwater permits.

  • Completes enforcement as necessary through the issuance of notice of violations in noncompliant situations.

  • Overseas and manages the activities of site inspection staff and reviews their work as it relates to program applicability.

  • Supervises the work of assigned personnel; participates in hiring, training and disciplinary actions; delegates work assignments; conducts performance evaluations

  • Facilitates meetings as necessary to communicate the project requirements of both design and construction engineering services provided by the department; provides assistance with the development of project agreements and proposals as needed

  • Establishes a quality plan for each project and develops a project budget; develops a process to monitor and evaluatethefinancialmetricsforprojects;assistswithimplementationoftheevaluationtoolduringthecourseof project work to ensure requirements will be met upon project completion

  • Coordinates and manages the project bidding and negotiation process

  • Monitorsprojectschedulesandbudgets;makesrecommendationsforcorrectivestepstoaddressissues;assistswith resolving problems which may adversely affect either a project schedule or budget goal as they arise

  • Assistswiththecoordinationofresearchandthecollectionofalldatapertinenttoprojects,includingsurveys,codes, soil reports and other required information

  • Completes and maintains all project documentation for records

Minimum Training and Experience

Required Education and Experience

  • Bachelor's degree in civil engineering, construction management or a related field
  • -AND--
  • At least three (3) to five (5) years of civil engineering design, project management, construction management/inspection experience
  • -OR--
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

Required Licenses or Certifications

  • Certified Storm Water Operator
