Parks and Recreation Opening Date: 01/10/2023 ABOUT THE POSITION THIS RECRUITMENT IS TO FILL SEVERAL PART-TIME VACANCIES IN THE PARKS & RECREATION DEPARTMENT. WORK SCHEDULE: The position works a variable work schedule with an average of 18 to 25 hours per week, limited to 1,000 hours per fiscal year and is "at-will". Candidates must be available to work all assigned shifts, including evenings, weekends, split shifts, and holidays. SUMMARY: Under the supervision of the Recreation Supervisor, assists in managing staff and activities in City pool facilities to assure public safety and compliance with rules and regulations; manages lifeguards, instructors, and aquatic attendants; coordinates pool activities and events and monitors the safety of the facilities and program participants; performs related duties as required.

PRIMARY DUTIES AND RESPONSIBILITIES ESSENTIAL FUNCTIONS: As defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following: Assists the Recreation Supervisor in managing the operations of the City aquatic facilities; promotes a positive recreation environment and good personal behavior; assures consistent enforcement of rules and policies.

Controls pool operations to assure that safety and water quality rules and regulations are adhered to and that the facility and all equipment are in safe operating condition. Supervises the activities of aquatics program team members; prepares work schedules and adjusts schedules to meet workload demands; monitors the work of lifeguards; prioritizes and assigns tasks; assures that all safety rules and regulations are observed. Assures cleanliness of pool and facility; assigns cleaning tasks and projects to staff; performs regular water tests, monitors pool chemical levels, and makes necessary adjustments to equipment and pool chemical balance.

Prevents accidents through the enforcement of policies, rules, regulations, and ordinances governing the conduct of swimming pool patrons; watches activities in the water, on diving boards, and on swimming pool decks for individuals who may need assistance or guidance. Enforces rules, regulations, and safety precautions for municipal aquatics facilities; reports complaints, special requests, safety conditions, security issues, and illegal activities and resolves issues within scope of authority. Assist with planning special events; organizes, promotes, and evaluates diversified special events, alternative activities, and special programs suited to the needs of participants and potential participants.

Evaluates programs and events for effectiveness and participation levels; tracks services provided, monitors results, and generates operational reports as needed. Orders supplies as needed for daily programs Supports the relationship between the City of Rosemead and the constituent population by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains absolute confidentiality of work-related issues, client records, and City information; performs other duties as required or assigned. MINIMUM QUALIFICATIONS EDUCATION, TRAINING, AND EXPERIENCE GUIDELINES:

High school diploma or GED equivalent; AND three years of work experience in aquatics recreation programs; OR an equivalent combination of education and experience. Must be able to swim 500 yards within 10 minutes. Must be able to pass a 2-minute water treat test and brick tow under 1 minute, 15 seconds.

KNOWLEDGE OF: City policies and procedures. Federal, State, and local laws, ordinances, policies, rules, and regulations governing the conduct and safety of aquatics programs and public recreational facilities.

Swimming pool maintenance techniques and safety protocols. Rules, equipment, operations, and techniques used in public sports and recreation programs. Legal liabilities and responsibilities for community services staff.

Principles of water chemistry, chlorination, and pH balancing. Lifesaving methods and procedures, including first aid, water rescue methods and procedures, and standard resuscitation measures. Record keeping and file maintenance principles and procedures.

SKILL IN: Understanding and interpreting recreation issues, regulations, and State and Federal laws. Managing and controlling recreation activities and participants.

Promoting a positive recreation environment and good personal behavior. Monitoring pool facility and guests for violations of rules and safety standards. Acting quickly and calmly in emergency situations.

Assessing and prioritizing multiple tasks, projects, and demands. Planning, organizing, and coordinating the work of team members. Promoting and enforcing safe work practices.

Establishing and maintaining cooperative working relationships with co-workers. Operating a personal computer utilizing a variety of standard and specialized software. Effective verbal and written communication.

LICENSE AND CERTIFICATION REQUIREMENTS Must possess or have the ability to obtain an appropriate California Driver's License and a satisfactory driving record. Current American Red Cross Lifeguard Training Certificate. Lifeguard Training Instructor (LGI) Certificate is required.

Certified Pool Operators (CPO) Certificate OR an Aquatic Facility Operator's (AFO) Certificate is required.

CPR/First Aid for the Professional Rescuer and Water Safety Instructor (WSI) certificates is required. All required certifications must be obtained within 60 days of employment.

The City will train and assist with certifications. PHYSICAL DEMANDS AND WORKING ENVIRONMENT Work is performed in a standard office environment and at City recreation facilities and venues. May be required to travel to various sites, locations, and/or events.

Team members are required to be in attendance and prepared to begin work at their assigned work location on the specified days and hours; team members are required to assume duties of a disaster worker in the event of a locally declared emergency.
