Public Health

  • Seattle & King County (PHSKC) is looking for a talented Assistant Medical Officer (Senior Staff Physician) who can provide clinical care, as well as managerial/administrative roles. The position participates in up to 0.5 FTE of direct care for patients receiving service at public health clinics and another 0.5 FTE of administrative roles in the design, implementation, management, and evaluation of health programs. The responsibilities include coordinating with the Chief Medical Officer of the Community Health Services Division in providing supervision to medical staff, oversight of clinical operations, and consultation for health programs.

Background

COMMUNITY HEALTH SERVICES:

The purpose of the Community Health Services (CHS) Division of PHSKC is to strengthen King County's safety net services and partnerships to deliver equitable and responsive health care for marginalized communities. CHS provides direct services through its Public Health Center system and assures access to quality services through partnerships and regional programs. Approximately 80,000 clients are served annually in the Public Health Center system. In addition, our regional partnership programs support service delivery to more than 300,000 people annually. CHS also convenes region's community health center partners to provide guidance and facilitate coordination of health care services in King County. Public Health clinics focus on serving communities experiencing health disparities, including BIPOC communities, uninsured or underinsured patients, people experiencing homelessness, and others facing health inequities.

Low-income vulnerable adults, children, and families including:

  • People experiencing homelessness

  • People with chronic and multiple medical conditions, mental health and substance use disorder

  • People with limited access to services due to cultural or language barriers

  • Low-income pregnant women and women with young children

Work Schedule

Typical workdays are Monday through Friday but may be required to work outside of business hours. May also be required to work evenings, nights, weekends and holidays when assigned to after clinic hours on-call duties or as needed. This position is Exempt from the provisions of the Fair Labor Standards Act.

Work Location

This position is based out of the Chinook Building, located at 401 5th Ave in Seattle, but will provide direct patient care at the following clinics:

Eastgate Public Health Center, located at 14350 SE Eastgate Way, Bellevue, WA, 98007

Downtown Public Health Center, located at 2124 4th Ave, Seattle, WA, 98121

Mobile Services across King County

The administrative work for this position may be performed via telecommuting. Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. To support employees during this time King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team.

Job Duties

  • Diagnose and provide direct primary care clinical service and medical treatment to patients. Required clinical duties will be up to 0.5 FTE of this 1.0 FTE position.

  • Document clinical evaluation, diagnosis, procedures, treatment, outcomes, referrals and consultations.

  • Share in the call schedule with the other primary care providers.

  • Provide management, clinical supervision, training, and development to medical staff in Primary Care, Sexual and Reproductive Health, Mobile Medical Team, and School-Based Health Center programs.

  • Provide clinical consultation to and work collaboratively with clinical teams, program managers, and community partners to ensure effective patient workflow, supervision of the care team, and management of chronic diseases and preventive health measures for the adult and pediatric populations.

  • Perform Quality Improvement/Quality Assurance duties, including clinical privileging, chart reviews and performance reviews of clinical staff, to ensure compliance with clinical service quality.

  • Review policies, procedures, and guidelines; analyze evidence-based data and publications; develop practice guidelines; and write findings, recommendations, manuals and reports.

  • Organize and lead meetings and present relevant topics to clinical and non-clinical audiences.

  • Work with Health Information Technology (HIT) team and Epic support teams.

  • Support and be responsive to the needs of Public Health emergencies and the efforts related to Racism as a Public Health Crisis.

  • Perform other duties as assigned within the position's scope.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Significant clinical experience in primary care medicine and comprehensive knowledge in managing vulnerable patients with history of homelessness, incarceration, behavioral health condition and substance use disorder

  • Understanding of the role of Public Health Department in promoting health and well-being across the lifespan and addressing the social determinants of health

  • Responsiveness and adaptability to the needs of Public Health emergencies

  • Demonstrated commitment to equity, racial and social justice and ability to foster a racially and culturally inclusive workplace

  • Demonstrated leadership and experience in medical staff management

  • Demonstrated experience in leading and effectively working in multidisciplinary teams which include clinicians, nurses, medical assistants, social workers, community health workers, and other care team members

  • Demonstrated ability in problem solving, triage decisions, and conflict resolution

  • Demonstrated ability to understand and navigate complex systems in health and social services

  • Demonstrated ability to understand quality assurance and quality improvement techniques, including patient safety, infection control and prevention, and ethical standards for the delivery of medical care

  • Skill in organization and knowledge of time management techniques in a health care setting

  • Experience in electronic health record

  • PHSKC uses Epic
  • Effective oral and written communication skills

  • A National Provider Identification (NPI) must be obtained prior to employment

  • Washington State Medical License must be obtained prior to employment

  • Drug Enforcement Administration (DEA) registration must be obtained prior to employment

  • Board certification in Family Medicine or Internal Medicine preferred
