Selective Criteria:  Must have at least four years as a North Carolina Probation/Parole Officer and at least one year as a North Carolina Chief Probation/Parole Officer or corrections supervisor.

The purpose of this position is to assist the Judicial District Manager (JDM) with planning, organizing, staffing and other related functions to achieve effective utilization of staff and resources within the district.

The Assistant Judicial District Manager (AJDM) is responsible for the implementation of departmental goals and strategies as it relates to Evidence Based Practices and the Justice Reinvestment Act.

Position is responsible for:

  • Coordinating, monitoring, and evaluating field and special operations to include Judicial Services, EHA/EM, CTG, Sex Offender, Domestic Violence and Drug Treatment Courts,
  • Assisting with the development of local standard operating procedures,
  • Assuring compliance with departmental policy/procedures and overseeing the implementation of policy changes and updates,
  • Supervising a part of the unit to include direct line supervision of CPPO's and clerical personnel,
  • Performing audits of CPPO's and conducting training of new CPPO's which includes but is not limited to assigning cases, coordinating workflow and schedules,
  • Planning and organizing specialized training based on the needs of the district,
  • Conducting internal investigations and Site Security Administration,
  • Various reports to include but not limited to firearm inspections and inventory,
  • All management duties of the district in the absence of the Judicial District Manager (JDM).

The AJDM may work a reduced CPPO caseload and assist the JDM in managing a judicial district. This position will be involved with disciplinary, dispute and employee performance management.  Incumbent may serve as lead interviewer for vacant positions.

  • Develop professional alliances and establish and maintain effective working relationships with officers, offenders, judicial officials, law enforcement officers, community agencies, the general public, and co-workers,  
  • Express oneself clearly in oral and written form,
  • Demonstrate pro-social skill building and problem solving,
  • Establish an appropriate course of action to ensure completion of assigned duties within given time frames,
  • Maintain a calm and rational composure when dealing with difficult situations and individuals and exhibit the ability to focus on the task at hand,
  • Use and adapt to web-based systems and applicable software programs,
  • Plan, organize and delegate.

Community Supervision, as part of the Department of Adult Correction, is responsible for the oversight of the supervision of all adult offenders on probation, parole or post-release supervision.  Additionally, Community Supervision is responsible for the supervision of offenders who transfer from other states, as well as oversight of the Community Service Work Program.  Community Supervision's mission is to ensure public safety while providing meaningful supervision of offenders that directs the offenders towards becoming productive citizens of the state.

Community Supervision provides administrative and field services to the offender population, the Judicial System, the Courts, Post-Release Supervision and Parole Commission and provides protection to the community within assigned Judicial Districts.

Community Supervision employs approximately 2,500 people consisting of primarily certified Probation/Parole Officers to supervise more than 75,000 criminal offenders located throughout North Carolina.  Probation/Parole Officers protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders placed under Community Supervision. This is accomplished by obtaining an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns.

This is a full-time position (40 hours per week) with benefits.

The salary grade for this position is NC15.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position.  If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity.  Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

Must possess thorough knowledge of:

  • Departmental policies, strategies and standards,
  • Personnel Policies and Procedures,
  • North Carolina offender supervision, 
  • Available treatment services and community resources, 
  • Determining the appropriate levels of supervision for offenders and assessing and responding to the needs of offenders through counseling or other methods,

Management prefers:

  • Basic knowledge of subordinate staff positions and Department of Adult Correction and Community Supervision personnel policies and procedures, especially regarding performance (NC VIP), discipline, and various leave policies; the AJDM serves as a coach and mentor to staff within his/her district to enhance their skills and abilities and must hold staff accountable for workload,  

  • Thorough knowledge of Community Supervision goals, objectives, and policies,   

  • Hands-on experience with case planning, structured intervention worksheets and delegated authority, and working knowledge of structured sentencing, evidence-based principles and Justice Reinvestment

  • Working knowledge of the N.C. General Statutes, the Post-Release Supervision and Parole Commission, and the Section of Prisons.

There is frequent travel with occasional overnight stay; must have the ability to legally and safely operate a motor vehicle for job related purposes and long periods of time during both day and night hours and adverse weather conditions.

Position is certified by the NC Criminal Justice Education and Training Standards Commission.Some state job postings say you can qualify by an "equivalent combination of education and experience." To qualify for this position, applicants must document on the application that they possess ALL of the following: 

Bachelor's degree from an appropriately accredited institution in criminal justice, correctional services, psychology, social work, or other related human services field, and four years of experience in either of the following roles:

  • Probation/Parole Officer, or

  • Corrections Administrator in a technical or administrative capacity involved with the application and interpretation of policies and the development of procedures in assigned area.

In addition, one year of experience is required in any of the following roles:

  • Chief Probation/Parole Officer, or

  • Corrections Supervisor, or Corrections Program Administrator in a consultative capacity, or

  • An equivalent combination of education and experience.

There is no equivalency for the four-year degree requirement based on N.C. Criminal Justice Education and Training Standards Commission.

Necessary Special Qualifications: Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.
