I. Purpose of Job
The Assistant IT Director, Infrastructure role is to plan, direct, and coordinate the design, installation and connectivity of computer and LAN, MAN, WAN networks to insure the stable operation of the City's IT assets. This includes developing, configuring, maintaining, supporting and optimizing all new and existing network hardware, software and communication links. The Assistant IT Director, Infrastructure will also direct the activities of multiple teams of technicians and engineers to resolve hardware and software problems in a timely fashion. As directed, assists in overseeing activities of the IT department, network administration, telecommunications, and user support. Contributes to City wide information technology planning. The Assistant IT Director, Infrastructure will help the IT Director with all infrastructure components, including budgeting, strategic planning, and overall direction of the IT Department.
II. Essential Job Duties
Supervises Staff
Supervises, directs, and evaluates Communications, Data Center, and Network team employees, handling employee concerns and problems, directing work, counseling, and completing employee performance evaluations.
Makes recommendations regarding personnel actions such as hiring, promotions, and discipline.
Delegates and Oversees IT Operations
Delegates network administration, including network design, development, installation, maintenance, security, and optimization.
Delegates telecommunications systems implementation and maintenance, including telephone and radio systems, Wi-Fi, VOIP, and public safety user support.
Delegates selection and implementation of systems upgrades.
Assists in troubleshooting problems if necessary.
C. Maintains or Oversees Maintenance of Network Infrastructure
Oversees network hardware and software installation, configuration, and maintenance.
Configures routers and switches, Virtual LANS, etc. Ensures integration with existing network hardware.
Manages life cycle of all LAN network and related equipment.
Designs and builds storage environment; configures LAN structure; allocates storage on demand for production systems as required.
Manages server backup infrastructure and disaster recovery operations.
D. Designs and Develops Networks for Optimal Support of Users
Conduct research and make recommendations on network products, services, protocols and standards in support of network procurement and development efforts.
Researches network design, development trends, and new technology, anti-virus, firewall, malware and intrusion solutions.
Designs physical and logical networks; designs V LANS across network; maintains virtual environment (VMware).
Designs and implements networks for virtual network switch connectivity.
Builds virtual machines for production systems and application specific needs.
Manages memory and CPU usage across ESX clustered environment; adds virtual memory, CPUs, and storage as needed to support production systems virtual machines.
Negotiate with vendors, outsourcers and contractors to secure network products and services.
E. Monitors and Optimizes Network Performance
Monitors network connectivity and uptime for all network links.
Monitors network performance; maintains network performance statistics; directs actions for network performance optimization.
Acts as primary organizational interface with vendor regarding optimizing LAN environment.
F. Microsoft Active Directory Infrastructure
Configures and maintains DNS.
Configures active directory sites and replication across domain controllers.
Designs and implements Active Directory group policies to increase efficiency and security, and to optimize use of resources.
Designs, implements, and maintains e-mail infrastructure and archiving solutions.
Creates user accounts; adds to proper security groups.
G. Manages Cyber Security - Serves as City Security Officer
Coordinates development and implementation of City systems security policies.
Configures, manages, and implements network security devices and appliances.
Configures, manages, and monitors e-mail and web security appliances.
Configures and implements anti-virus solutions for all servers and computer devices across network.
Configures and monitors spyware and intrusion detection software platforms.
Troubleshoots all security breaches or attempted breaches; directs or recommends corrective actions.
H. Contributes to City Information Technology Planning
Assists IT Director in creating strategies to support overall City goals and objectives; analyzes new work processes, City business practices, and trends in public administration to make recommendations for systems modifications or enhancements or development of new IT solutions.
Establish and maintain regular written and in-person communications with the City's executives, decision makers, stakeholders, department heads and end users regarding pertinent network activities.
Design and implement short- and long-term strategic plans to make certain network capacity meets existing and future requirements.
Practice network asset management, including maintenance of network component inventory and related documentation.
Facilitates Procurement of Workstations, Servers, and Software
Assists departments in determining the most appropriate hardware, software and network configuration; assists in preparing new communications equipment and maintenance contract bid specifications.
Implements computer replacement cycle for each department; orders and installs new computers; configures Ghost and other related imaging systems for multiple installations.
J. Contributes to User Process Improvement Efforts
Serves as member of team analyzing existing work processes and identifying solutions to processing bottlenecks, excessive hand-offs, duplication of efforts, and quality problems; contributes to work process design of new work processes to improve efficiency/productivity.
Document work process analysis and design with charts, graphs, and narrative reports.
Participates in analyzing and preparing system specifications and other documentation concerning the adaptation of complex work systems and processes to electronic data processing methods.
K. Directs/Conducts Research and Planning
Reviews information from professional journals, user groups, and other sources related to IT related trends and new IT solutions.
Participates in user group focus groups.
Reviews business journals.
Recommends possible IT solutions to City Management

Job Content Knowledge: Technical knowledge/skills should include familiarity with CISCO Hardware and Software, CISCO Switching Systems, CISCO VOIP Phone Systems, Microsoft Analysis Tools, Microsoft Office Suite, LINUX, UNIX, Windows Operating System, WAN Technology, database mapping, Microsoft Project, SharePoint, Business Portal, web based languages. Knowledge of common municipal government systems applications is required. Familiarity with SQL Server, switches, routers, repeaters, and bridges is required. Should understand GIS and CAD applications. Demonstrated knowledge of the City's core business processes and operations is required. Proven experience with business and technical requirements analysis, elicitation, modeling, verification and methodology development.
Language Skills: Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through obtaining a Bachelor's degree (B. A.) in information systems or related field from a four-year College or university, plus eight years of broad IT experience, including four years of supervisory/management experience, or an equivalent combination of education and experience.
Required Certifications/Licenses:
Cisco, Microsoft, Security, and VMware certifications preferred.
