Assistant Human Resources Director

The Assistant Human Resources Director is an at-will executive position reporting to the Chief Human Resources and Risk Officer. As Assistant HR Director, you'll play a pivotal role in managing the activities of our dynamic Human Resources Department, leveraging your expertise to help shape our organization's HR landscape. Your responsibilities encompass assisting with legal compliance, driving HR initiatives, and nurturing a culture of excellence and inclusivity.

As Assistant Director, you'll assist in planning, organizing, and directing the activities of the Human Resources Department. You will provide comprehensive assistance in developing, implementing, and monitoring City policies and procedures, ensuring that they align with legal standards, best practices, and organizational values. Analyzing intricate challenges, you'll assist with proposing strategic solutions and implementing HR services across the organization. Collaborating with various departments, elected officials, and external agencies, you'll foster transparent communication and productive partnerships. Essential Functions

  • Assist the Chief Human Resources Officer in managing HR programs.

  • Promote positive employee relations and morale city-wide.

  • Supervises, through subordinates, the planning, scheduling, and coordination of department activities.

  • Conduct organizational studies; and prepare strategic and financial plans consistent with organizational priorities.

  • Assists with the development, implementation, and maintenance of strategic, fiscal, and service improvement plans for the Human Resources department.

  • Provides technical guidance, coaching, consultation, information, and assistance to the Chief Human Resources Officer, and department leaders regarding human resources policies, practices, procedures, programs, and employee relations issues.

  • Administers and promotes the City's Equal Employment Opportunity and Affirmative Action Plan.

  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, to ensure continuous improvement and organizational productivity.

  • Identify legal requirements; ensure policies, practices, and reporting compliance.

  • Researches and recommends the development and revision of policies and procedures to ensure best practice implementation or legislative compliance.

  • Supervises HR department operations; provides consultation and interpretation of laws and regulations.

  • Represents the Human Resources Department and the City, as needed, at conferences and professional meetings.

  • Analyzes problems and recommends appropriate methods, approaches, strategies, and solutions; identifies project consequences of proposed actions; and implements and administers organization-wide human resource-related services.

  • Assists with the coordination, administration, and implementation of HR plans and programs for all employees.

  • Conducts organizational studies; and prepares strategic and financial plans consistent with organizational priorities.

  • Communicates clearly through various mediums; and develops and maintains effective working relationships.

  • Serves as acting director in the absence of the director.

Successful candidates will have

  • Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, human resources management, or related field.

  • Seven years of full-time, professional experience as a human resources professional

  • Five years of administrative, leadership, and supervisory experience.

One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.

Ideal candidates will also have

  • Master's degree from an accredited college or university with major coursework in business administration, public administration, human resources management, or a related field.

  • Current Senior Professional in Human Resources (SPHR), or equivalent certification.

  • Demonstrated experience effectively leading or directing a department or managing a multidisciplinary team.

  • Experience working in a public-sector environment.

  • Experience using NeoGov.

  • Experience using PeopleSoft

  • HCM 9.1.

Additional Information

The employee frequently works in an office environment with controlled temperature settings. The employee occasionally drives a vehicle to attend off-site meetings and functions and is exposed to traffic and variable weather conditions.

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
