Duties

Primary Duties:

  • Functions as the Environmental Care Specialist with responsibilities for Housekeeping activities within the Environmental Management Section of Facilities Management Service. This involves all aspects of environmental sanitation, within acceptable levels of bacteriological and visual cleanliness effective in this geographical location, and fully coordinated with other activities in this active affiliated teaching Medical Center.

  • Directs and supervises the Housekeeping Section, fully coordinating activities with other services and staff to insure required services are provided with absolute minimum of disruption. Directly supervises (7) WS Housekeeping Foreman. Total FTE employees for this section is 111 FTE employees in plus 12 CWT Housekeeping employees.

  • Responsible for the preventative control through supervision of the Housekeeping section, to include planning, organizing, directing, controlling, and evaluating the service provided by Housekeeping staff.

  • Establishes schedules and standards for window washing contract that sets the guidelines that the contractor must adhere to during the course of the contract year. Interim window washing must be accomplished by housekeeping employees. Incumbent assists EMS Program Manager with COR duties for several contract including, but not limited to: Regulated Medical Waste Contract, Regulated Sharps Waste Contract, General Solid Waste Contract, Controlled Document Destruction Contract, and Entry Way Step-off Matt Contract.

  • Responsible for managing the facility wide Recycling Program. He/She identifies all products that can be profitable recycled and formulates procedures to be followed. Responsibilities include maintaining an accounting procedure to track the amount of products being collected for recycling and the amount earned as a result of these efforts.

  • As a supervisor, the incumbent is responsible for the active support within the service of the Medical Center's EEO program, seeking to eliminate barriers to EEO; ensuring development opportunities for qualified employees, ensuring lines of communication are open to all employees on an equal basis and affirmative action activities. This responsibility especially extends to implementation of the Medical Center's EEO Plan of Action as it applies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service that provided the particular knowledge, skills and abilities required to successfully perform the duties of the position (Assistant Hospital Housekeeping Officer) and that is typically in or related to the work of the position to be filled.

Specialized experience must include experience in two or more of the following areas, or other work related to the Assistant Hospital Housekeeping Officer position:

(1) Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology and bacteriology as applied to environmental sanitation, infection control and to the choice and use of antimicrobial agents in the disinfection, sanitization and/or sterilization of surfaces and equipment.

(2) Experience in laundry and linen management.

(3) Experience in interior design management.

(4) Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition.

(5) Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Incumbent is required to walk constantly, must climb stairs and ladders. Incumbent must be able to bend, stoop, crawl, for extended periods of time. Incumbent must be able to work with arms extended over head for extended periods of time. Incumbent must be able to lift 50+ pounds to shoulder height repeatedly. Incumbent must travel from building to building (30+ buildings on facility and 27 acres of improved grounds) in extreme weather conditions ranging from a high of109 F to lows in the range of

  • 25 F, in order to direct work of the programs assigned.
