Summary

Assistant Grocery Department Manager participates in the management of activities and functions related to the department. The incumbent also acts as the night manager, is responsible for oversight of all night stocking for any category merchandise, responsible for visitor control monitor duties at night, and supervises the store's commissary contractor monitor function and ensuring oversight of all contractual agreements in such activities as shelf stocking, truck unloading and custodial.

Position responsibilities include:

  • Serving as assistant grocery department manager and night manager.

  • Supervising store associates and other support personnel, including the Commissary Contactor Monitor function.

  • Monitoring the Computer Assisted Ordering (CAO) system.

  • Maintaining close liaison with brokers and vendors regarding products to be ordered and merchandise stocking.

  • Overseeing all stocking for any category merchandise within the store.

  • Serving as Visitor Control Monitor during night operations.

  • You must meet the citizenship, Selective Service registration, and physical requirements by the announcement closing date.

  • Physical requirements: (1) Must be able to lift products weighing up to 40 pounds unassisted and occasionally over 40 pounds with assistance. (2) Must be able to stand, stoop, kneel, bend, and climb for prolonged periods.

  • Must be able to obtain and maintain security clearance eligibility based on an appropriate background investigation.

  • May be subject to one year supervisory probationary period.

Qualifications

Your resume and supporting documents must show that you meet the qualifications (below) for the grade level or levels for which you are applying. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management.

For GS-8: (A) one year of specialized experience equivalent to at least the GS-6 grade level or equivalent to at least GS-6 under other Federal service pay systems, private sector, or military, OR (B) one and one-half years of graduate level education with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements.

Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

By the announcement closing date you must also meet the following requirements:

  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Generally, you must serve at least 52 weeks at the next lower grade level to be considered for promotion. See the Required Documents section for information about the documents to include in your application package to show you meet time-in-grade.

  • Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

Education

Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.

Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.

Establish and maintain procedures to (1) ensure the security of inventory and assets such as tools, supplies, equipment, furniture, televisions, etc., (2) replenish supplies and inventory in a timely and efficient manner, and (3) to minimize waste. Respond in a courteous and prompt manner to all guest questions, complaints and/or requests to ensure a high level of guest satisfaction. Work with corporate product managers, engineers, and/or outside architects regarding renovations and other such projects; contact contractors for bids and meet with appropriate construction supervisors to ensure timely completion of projects within budget and establish future maintenance commitments. May be responsible for determining the security requirements necessary to ensure that hotel property, employees, and guest are protected against theft, crime, and other hazards, and/or manage the relationship with a third-party security firm contracted for such purposes. Promote teamwork and quality service through daily communication and coordination with other departments. Carrying, lifting, pushing and/or pulling items weighing up to 100-300 pounds Frequently standing up and moving about the facility Frequently handling objects and equipment to maintain the facility Frequently bending, stooping, kneeling, climbing, and crawling Specialized expertise in plumbing, electrical, mechanical, and carpentry fields. Level 3 EPA Certification, HVAC and refrigeration certificate, licensed plumber and/or journeyman status for electrician and carpenter may be required.
