The Department of Healthcare and Family Services, Office of General Counsel, is seeking an enthusiastic and detail-orientated attorney to serve as an Assistant General Counsel. The position will provide technical and legal consultation for the agency. Additionally, the position will advise administrators and staff on the implementation of new or revised objectives, policies, rules, regulations, and statutes. The ideal candidate will have experience with developing, reviewing, and interpreting contracts, proposed legislation, policies, and regulations. The candidate will also possess strong organizational and communication skills, be adaptable, work collaboratively with the organization's staff, prioritize tasks to ensure timely completion of work, and achieve set goals while demonstrating independent initiative.

Job Responsibilities
Serves as Assistant General Counsel in performing complex, professional, legal services for the Department of Healthcare & Family Services (HFS)
Reviews and evaluates major contract development and implementation issues and determines possible impact on agency policies and programs
Researches information and develops case evidence for litigation in defense of departmental actions regarding contract development and implementation
Assists the supervisor with difficult legal issues
Drafts proposed legislation governing contract development and implementation procedures and compliance with medical program
Conducts professional, legal research and provides legal interpretations and advice for the General Counsel, Deputy General Counsel, and administrative staff in matters involving contract developments and implementation, and medical programs
Serves Assistant Privacy Officer
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
Requires graduation from a recognized law school
Requires the possession of a license to practice law in Illinois
Requires prior experience equivalent to three (3) years of progressively responsible administrative legal experience in a public or business organization
Preferred Qualifications
Three (3) years of professional experience interpreting and applying state and federal law, rules, and regulations preferably for the State of Illinois
Three (3) years of professional experience reviewing and analyzing policies, rules, regulations, and other legal sources concerning contract development and compliance of medical programs
Three (3) years of experience reviewing and evaluating contract development and implementation issues and their possible impact on an organization's policies and programs
Three (3) years of experience conducting legal research and providing guidance on policy matters, rules, regulations, procedures, administration, litigation, and operations in an organization setting
Three (3) years of experience drafting legislation and government contracts
Three (3) years of experience developing and implementing medical program compliance procedures
Conditions of Employment
Requires completion of a background check and self-disclosure of criminal history
Requires the ability to utilize and maintain state issued equipment such as a laptop
Requires the ability to travel in the performance of duties, with overnight stays as appropriate
