The Department of Healthcare and Family Services, Office of General Counsel, is seeking an enthusiastic and detail-orientated attorney to serve as an Assistant General Counsel. The position will serve as the lead counsel in providing technical and legal consultation for the agency. Additionally, the position will supervise attorneys and advise administrators and staff on the implementation of new or revised objectives, policies, rules, regulations, and statutes. The ideal candidate will have experience with developing, reviewing, and interpreting proposed legislation, policies, and regulations. The candidate will also possess strong organizational and communication skills, be adaptable, work collaboratively with the legislative body, prioritize tasks to ensure timely completion of work, and achieve set goals while demonstrating independent initiative.

Job Responsibilities
Serves as a legal and technical advisor to HFS's Deputy General Counsel Programs and General Counsel
Plans, directs, and evaluates complex studies of agency operations affected by changing policies and/or legal requirements
Serves as full line supervisor
Assists the Deputy General Counsel Program and General Counsel with agency-wide projects
Develops and recommends changes in legislation to promote the integrity of the agency's programs
Serves as back up to the Freedom of Information Act (FOIA) Officer
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
Requires graduation from a recognized law school
Requires the possession of a license to practice law in Illinois
Requires prior experience equivalent to four (4) years of progressively responsible administrative legal experience in a public or business organization
Preferred Qualifications
Four (4) years of experience interpreting and applying state and federal law, rules and regulations preferably for the State of Illinois
Three (3) years of experience conducting legal research and evaluating the function and activities of an organization
Three (3) years of experience providing legal guidance on the legality of an organization's activities, policy matters, rules, regulations, procedures, administration, operations, and litigation
Three (3) years of professional experience analyzing proposed legislation, amendments, resolutions, procedures, rules, and regulations to recommend changes that promotes the integrity of the organization's programs
Three (3) years of experience supervising professional staff
Three (3) years of experience developing and maintaining cooperative working relationships
Two (2) years of experience developing short-term and long-term objectives to advance the organization's goals
Conditions of Employment
Requires completion of a background check and self-disclosure of criminal history
Requires the ability to maintain state issued equipment including laptop and cellphone
Requires the ability to travel in the performance of duties, with overnight stays as appropriate
