Job Summary:

The Assistant General Counsel is responsible for providing legal advice to the company with regard to various areas of assigned specialization. The incumbent has clear authority in specialized areas to act for the company. Also develops and maintains internal relationships and provides coordination with outside counsel when necessary.

Responsibilities:

  • Supports the transactional and contract needs of, and provides counsel on, issues concerning company business, specifically, the company's behavioral health product offerings.

  • Provides specialized legal support to the behavioral health team on corporate issues related to customer contracting, vendor contracting, governance, mergers and acquisitions, finance and investments, marketing, and intellectual property.

  • Liaising with Compliance, Legal Affairs and Privacy colleagues, as needed.

  • Handles legal inquiries from within the company. Responds with legal opinion as appropriate.

  • Prepares summaries of legal matters, as necessary.

  • Serves on various internal committees as both participant and counsel, as required.

  • Performs other duties as assigned by management.

Healthcare:

  • Monitors changes in the legal environment and assists business to come into compliance.

  • Supports business units with product and process changes and liaise with regulatory agencies, as appropriate.

  • Represents the company in matters before regulatory agencies.

Education/Experience:

  • Bachelor degree is required and requires Juris Doctor from accredited law school.

  • Requires minimum of five (5) years experience in the practice of law, preferably in a corporate legal department or law firm, as appropriate.

  • Experience in the health care insurance and managed care industry preferred.

Additional licensing, certifications, registrations:

  • Active NJ Bar Admission or eligibility to obtain limited license for in-house counsel required

Knowledge:

  • Knowledge of compliance issues in a regulated environment.

  • Knowledge of Federal and State regulatory environment in the health care industry.

  • Knowledge of state and federal laws, rules, regulations applicable to the health insurance and managed care industry.

  • Must be proficient in the use of personal computers and supporting software in a Windows based environment, including MS Office products (Word, Excel, PowerPoint).

  • Should be knowledgeable in the use of intranet and internet applications.

Travel:

Salary Range:

$150,300 - $205,065

This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity. This range has been created in good faith based on information known to Horizon at the time of posting. Compensation decisions are dependent on the circumstances of each case.
