The Assistant Fire Marshal (AFM) oversees and directs the workforce within the Fire Prevention Division under the direction and leadership of the Assistant Fire Chief/Fire Marshal or their designee.  This includes a variety of responsibilities related to community risk reduction, technical fire inspections, addressing life safety and fire hazards, enforcing and interpreting an adopted fire code, fire and explosion investigations, and leading public education programs.  This position directly supervises all District Prevention personnel. This role also communicates and cooperates with all Federal, State, County, and local agencies and the general public to effectively carry out the required functions and responsibilities of the District.  This individual is responsible for completing District required continuing education.This position is exempt. The work schedule is based on a 40-hour work week, which may include a required on-call fire investigation rotation to meet the District's goals and mission.  This role does not operate in emergency and non-emergency situations within the operations division except as defined within the scope of their job description. Must provide a resume and curriculum vitae (CV) to be considered.COMPENSATIONIndustry competitive compensation starting range between $135,000 - $145,000 plus employee paid medical coverage with FSA option, dental, vision, paid time off, and retirement contribution.ESSENTIAL DUTIES AND RESPONSIBILITIESEssential duties and functions may include, but not limited to the following:
  • Oversee and direct the Fire Prevention Division workforce under the direction and leadership of the Assistant Fire Chief/Fire Marshal or their designee
  • Ensure compliance and enforcement of the District’s adopted fire code and applicable standards
  • Oversee, manage, and assist with all fire investigations and inspections
  • Code enforcement
  • UAV support
  • Perform administrative review(s) of fire investigation reports
  • Oversee professional development / training programs including required continuing education
  • Manage scheduling and staffing within the division
  • Assist with pre-development / pre-construction meetings
  • Assist with development and review of the District’s adopted fire code, ordinances, and standards
  • Policy development and review
  • Assist with annual budgets and proposals
  • Assist with the preparation of a variety of technical and departmental activity reports and records
  • Attend and participate in professional meetings, conferences, and workshops as required or assigned
  • Represent the District in relationships with the public, community groups, professional organizations, other public safety departments, divisions, and outside agencies
  • Provide fire prevention / community risk reduction education and presentations to internal and external stakeholders
  • Perform the duties of Fire Marshal as needed
EDUCATION/CERTIFICATIONS/LICENSES/QUALIFICATIONS
Required:
  • Bachelor’s Degree or higher from an accredited college or university or equivalent experience
  • Minimum of 15 years of full-time experience in the Fire Service or a Fire Prevention/Investigation organization, or a combination thereof, with a minimum of 7 years of Fire Prevention/Investigation being the employee’s current and primary job duties experience
  • Current valid Texas Class B Exempt Driver License or higher
  • Texas Commission on Fire Protection Certified:
    • Advanced Structural Firefighter
    • Advanced Fire Inspector w/ Plans Examiner I
    • Advanced Arson Investigator
    • Fire Life Safety Educator I
    • Fire Officer IV
    • Fire Instructor I
  • TDSHS Active EMT or higher-level certification
  • Texas Commission on Law Enforcement (TCOLE) basic certification or higher
  • NIMS 100, 200, 300, 400, 700, 703, 800
  • Fire Executive Management Training Program (FEMT)
  • FAA Part 107 License (must obtain within 12 months of appointment)
  • International Association of Arson Investigators (IAAI) Fire Investigation Technician (FIT) Certification; if not already certified as an IAAI Certified Fire Investigator (CFI) OR National Association of Fire Investigator (NAFI) Certified Fire and Explosion Investigator (CFEI)
  • Satisfactory driving record and criminal history as per requirements of the TCFP / TDSHS Standards Chapter 403.7 Criminal Conviction Guidelines
Preferred:
  • Bachelor’s Degree
  • 10 plus years of Fire Service management/chief officer-level experience with knowledge and prior work experience with Emergency Services Districts

  • Texas Fire Chiefs Association Certified Fire Executive (CFE)
  • TEEX Fire Service Chief Executive Officer (FSCEO)
  • IAAI Certified Fire Investigator (CFI) or National Association of Fire Investigators (NAFI) certified Fire and Explosion Investigator (CFEI)
  • IAAI Evidence Collection Technician (IAAI-ECT)
  • International Code Council (ICC) Fire Inspector I and II
