Responsibilities

  • Assist in directing the Military Fire Management Zone fire management program. This fire management zone has a high complexity level.

  • Assist with fire and aviation planning. Review preparedness actions and operating plans.

  • Coordinate fire management activities based on firefighter and public safety, cost effectiveness, and values to be protected consistent with resource objectives.

  • Organize, train, equip, and direct a qualified workforce to meet fire program management needs.

  • Review preparedness actions and operating plans used in the management of wildland fires.

Travel Required
25% or less - This position requires travel by scheduled or chartered aircraft or ground vehicles to various destinations in the western U.S. for incident assignments lasting up to 14 days.

  • Competitive service federal employees are subject to Time-In-Grade in accordance with 5 CFR 300.604. If you are a current Federal employee in the GS pay plan you must have completed a minimum of 52 weeks at the next lower grade level.

  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

  • Passage of a pre-employment physical is required.

  • May require completion of a 1 year probationary period.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period, if one has not previously been completed.

Qualifications

We must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be creditable, this experience must have been for 1 year and equivalent in difficulty and complexity to the next lower grade of the position to be filled. (If the position was seasonal, your resume must show periods worked.)

Basic Requirement:

A. Have completed a 4 year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position. OR

B. Have a combination of education and experience-courses equivalent to a major course of study in biological sciences, agriculture or natural resources management, chemistry or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
1.One year of specialized experience equivalent to the GS-09 grade level in the Federal service that includes:

  • Reviewing and evaluating fire management plans for ecological soundness and technical adequacy;

  • Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and

  • Developing analysis on the ecological role of fire and its use and/or exclusion, and smoke management.

In addition to the above fire program management, have either experience in prescribed fire/fuels management or fire management operations. OR
2.A Ph.D. or equivalent doctoral degree in an accredited or pre-accredited college or university; or 3 full years of progressively higher level graduate education leading to such a degree. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include fire science, fire management, or a closely related discipline; OR
3.A combination of education and experience as listed above.

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

  • Wildland Firefighting Experience Requirement: This position requires previous wildland firefighting experience (at least 90 days). Wildland firefighting experience is defined as experience gained through work on the fire line in containment, control, or suppression of wildland fire. Experience may be related to wildfires or, fire line experience on a prescribed fire (this does not include experience in the planning stages).
