Position Summary:
This position encompasses a dual role; The Assistant Facility Security Officer (AFSO) reports to the Security Manager and is responsible to assist in managing all aspects of industrial security for government programs, administering facility access control and reception, video monitoring, alarm and fire systems monitoring, government property control system, company-wide records management program, company-wide document management system and records scanning function, facility maintenance administration support, Business Continuity Plan, and Environmental Health and Safety (EHS) support. This position will also serve as a Contract Administrator who will be responsible for all phases of contract administration including development of proposals/quotations, contract negotiation, risk assessment, etc.
Job Responsibilities
Assist the Security Manager with the following duties:
Establish and maintain an organization structure and staffing to effectively accomplish the organization's goals and objectives
Interface with vendors acquiring bids/quotes for supplies, equipment, maintenance contracts, etc. in areas of responsibility
Ensure compliance with security training strategy, provides frequent communications to site employees concerning security
Enforce policies and procedures in areas of responsibility
Assist in the administration of all aspects of the industrial security for government classified programs ensuring compliance with the NISP (DoD 5220.22-M), COMSEC (NSA/CSS Manual 3-16), and other government regulations for the site
Maintains facility clearance documentation
Performs program reviews and inspections to ensure compliance with regulations
Writes and submits incident or noncompliance reports to regulatory agencies
Administers personnel clearances (PCLs) and provides briefings, and training
Administers and maintains access/video control system
Assists with acquisition, repair and maintenance of the access/video control, fire and alarm systems
Responsible for employee access badges and visitor control
Assists with administration of and audits the control of government and customer property
Assists with Records Management Program by requiring appropriate protections for both paper and electronic information as appropriate.
Acts as Facilities Manager in Facility Manager's absence for the coordination of maintenance, repair, and construction needs of facilities housing manufacturing/production, engineering, inventory
warehouse, machine shop, and administration functions. Safety team member/co-leader (emergency response, training, standard operating procedures)
Acts as Security Manger in Security Manger's absence, carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Other duties as assigned.
Contracts Administrator Duties:
Insures timely entry of all new orders/projects and contract changes into the computerized order/project entry system
Maintains custody of all contractual documents
Interprets contractual terms and conditions and provides advice and council to functional departments and management on contractual rights and commitments
Resolves business problems by exercising sound judgment within broadly defined policies
Monitors contract performance and reports progress to customers and management as required
Performs conformance reviews of awarded contracts
Reviews and interprets all contractual data including FAR/DFAR/CAS requirements and commercial terms and conditions
Interfaces with internal/external customers and all levels of management
Evaluates risks, indemnities and liabilities associated with business transactions and submits findings to management with recommendations
Knowledge, Skills, and Abilities:
Knowledge of FAR, DFARS and other Federal Regulations
Advanced knowledge FAR Part 12 and 15 requirements
Familiarity with current government cyber security requirements to include NIST 800-171 and CMMC
Extensive customer interface and negotiation experience
Familiarity with all contract types including but not limited to firm fixed price, cost reimbursement, and T&M
Strong working knowledge in Industrial security, COMSEC, Information technology and security best practices, Information/document management systems, Physical security and technologies, Facility/safety management, Government property control, Business continuity planning and records management
Experience with computers, Inventory MRP systems and working knowledge of MS Office software (Excel, Word, PowerPoint, etc)
Excellent written and verbal communication skills with all levels of management
Detail orientated attention and adherence to departmental policies
Ability to work in an action-oriented environment
Ability to complete assignments verbally or written in a timely manner with a high level of accuracy
Work collaboratively with a diverse and multicultural community
Establish and maintain effective working relationships inside and outside the organization
Working knowledge of OCR's EASE application a plus
Maintain confidentiality of work-related information and materials
Requirements:
Minimum of a Bachelor's Degree in Finance, Business, Management or related field
Minimum of 5 years of experience in a similar role
Minimum of 10 years of experience with Government Contracting
Must be flexible to work overtime to meet customer and manufacturing schedules including weekends and or holidays as needed
Must hold active Top Secret U.S. Government Security Clearance (requires U.S. Citizenship)
Travel as required
