DESCRIPTION OF DUTIES:

This is very responsible plant maintenance supervisory work involving the supervision of plant, equipment and facilities maintenance and repair.

Work involves responsibility for all MDC maintenance operations for waste water pump stations, water supply pump stations, water supply tanks, finished water filtration/treatment facilities, waste water processing facility, parks, and buildings. Duties include budgetary and business processes, procurement and contracts. This position also has the responsibility for employee safety, training, and development, equipment maintenance, and SCADA system development and maintenance.

Responsible for all MDC maintenance operations for waste water pump stations, water supply pump stations, water supply tanks, finished water filtration/treatment facilities, waste water processing facility, parks, and buildings. Duties include budgetary and business processes, procurement and contracts. Responsible for employee safety, training, and development, equipment maintenance, and SCADA system development and maintenance.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Reviews the performance of the maintenance shift's productivity. Inspects repairs and installation work for accuracy and integrity. Monitors for safety compliance and advises supervisors and trades workers on technical matters.

  • Assist in managing and overseeing multiple contractors performing CIP and smaller projects. Coordinates onsite work schedules and progress. Monitors safety compliance, work quality, and adherence to specifications.

  • Diagnoses difficult process control or building systems issues.

  • Identifies capital improvement projects. Prepares specifications and contracts, materials and service contracts, and monitors the associated bidding process, award process, and execution.

  • Financial responsibilities include authorizing procurements for materials and equipment, issuing goods receipts, and conducting cost analyses.

  • Reviews current budgetary expenditures. Runs cost analysis reports for comparison and projection purposes.

  • Assists in preparing annual maintenance program budget including CIP projects, materials, services, and staffing recommendations.

  • Counsels employees and supervises training. Administers union contract language, oral and written warnings and suspensions.

    Recommends higher level discipline. Interviews job candidates and recommends selection. Reviews employee performance evaluation and reclassification requests and makes recommendations. Assures safe work practices.

  • Performs other duties as assigned.

QUALIFICATIONS:

An associate's degree plus eight (8) years of progressively responsible plant maintenance and repair experience including at least four (4) years of a supervisory capacity, or an equivalent combination of education and qualifying experience substituting on a year-for-year basis. Must have a valid driver's license.

Existing planned maintenance activities will be reviewed for accuracy and appropriate schedule frequency. Development of maintenance plans for new and existing equipment starting with OEM requirements will be loaded into the CMMS system. Determination of critical spares for shelf stock will also be identified. Receives and reviews each completed work order for accuracy of information. Plan and schedule next period(s) work orders for in-house and vendor labor to increase overall effectiveness while increasing machine reliability and availability. The Maintenance Planner is also responsible for the store room, and ordering and receiving parts along with associated lubricants and chemicals. Responsibilities Include: * Following all safety rules and practices. * Responsible for initial screening of incoming work orders, identification of scope, and analysis of required level of planning. * Makes safety procedures, including lock-out/tag-out procedures available to employees. Ensures that all aspects of the existing company safety policy are incorporated into the job plan. * Estimates required hours on work order tasks, total work order duration, and skills required to perform the task. * Plans jobs with appropriate level of detail for the given skilled trades workforce. * Writes clear and concise work procedures. * Determines and arranges for parts required to perform the work (Kit materials). * Upon completion of jobs, communicates with technicians regarding ideas and procedures that would make future jobs more efficient. * Coordinates priority setting with the management team – places specific emphasis on obtaining the input of operations personnel in the setting of priorities. * Can accurately measure the maintenance backlog in its various forms and continually maintains not less than 2 weeks of ready backlog at all times. * Ensures all work orders and maintenance log items are closed when work is finished. * Participates in outage planning activities such as scope identification and control, scheduling, coordination, risk assessment, execution, and continuous improvement. * Communicates with third party contractor resources directly on specific work orders assigned to the contractors and the performance expectations of the work order. * Participates with management personnel on improvement projects, particularly when they are related to the proactive maintenance plan. * Compiles and delivers reports from CMMS (SAP) regarding the work execution management process.
