TITLE: ASSISTANT ENGINEER

DEPARTMENT: PUBLIC WORKS -- ENGINEERING

GENERAL DESCRIPTION

This is a 35-hour a week position.

This position is responsible technical work in the conduct of topographic and boundary surveys design and drafting for public works projects, and the inspection of municipal public works construction projects. The incumbent will also work in concert with the City Engineer on assignments with respect to municipal engineering projects and the provision of technical engineering services.

Work involves responsibility for performing a variety of technical tasks including participating in field surveys and topographical studies, gathering and processing surveying and engineering information and the inspection of municipal public works construction projects in order to ensure that such work is done properly and in accordance with specifications and standards. This position also has the responsibility for making standard surveying and inspection decisions of a technical nature. This work requires that the employee have demonstrable knowledge, skill and ability in surveying, construction, inspection and civil engineering principles and practices.

The incumbent will act in the capacity of Flood Plain Manager and is responsible for administering the City of West Haven's flood plain management program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for EPA's Phase 2 regulations for MS4 (Municipal Separate Storm Sewer System) administered by the State DEEP through insurance of a General Permit for municipalities for storm water discharges. Responsible for all elements of the permit including education, training, sampling, inspections, and reporting.

Operates industry standard equipment when participating in field surveys and topographical studies to accurately determine and delineate the lengths and directions of bounding lines as well as the inclination or slope of property.

Signs and seals City maps to be kept for official records.

Sets stakes, monuments and pipes as markers. Prepares "call before you dig" mark outs for public works projects and plots data for "as build" plans.

Assumes responsibilities aligned with Flood Plain management that include the implementation of flood loss reduction activities. Will enforce the City's flood damage prevention ordinance; updating flood maps, plans and policies, and any of the activities related to the administration of the National Flood Insurance Program.

Obtains contours for street layouts and levels on building and other municipal projects.

Plots field notes, make and checks calculations. Prepares maps, plans, drawings, etc. utilizing computer aided software.

Collects engineering information from various sources. Research land records if necessary.

Inspects construction projects to check line and grade. Checks quantity and quality of materials. Enforces contract specifications and makes estimates of work completed.

Inspects residential and industrial subdivision roads for conformance with City specifications.

Acts as Surveyor and part of survey team.

Provides service and assistance to the general public with regard to maps and engineering records.

Investigates citizens' inquiries and complaints regarding road conditions, ground or surface water problems, etc. and refers such complaints to appropriate authorities.

Evaluates, researches and engages in design activities on projects such as roads, curbs, walks, and sanitary and storm sewer sewers, parks and athletic fields.

Performs the design of engineering projects, review of plans and the drafting of specifications, the inspection of engineering projects under construction and the provision of engineering technical assistance.

Assists the City Engineer and performs any and all related duties and tasks as may be assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Demonstrable knowledge of land surveying principles and practices.

Demonstrable knowledge of the principles and practices of engineering drafting and municipal civil engineering principles and practices.

Demonstrable knowledge of public works construction principles and practices.

Considerable ability to set up and operate electronic theodolite and level and other industry standard equipment associated with fulfilling the requirements of survey activities.

Demonstrable ability to perform arithmetic and trigonometric calculations and to utilize engineering records.

Demonstrable ability to establish and maintain effective working relationships with coworkers, associates, other agencies and the general public.

Demonstrable knowledge and ability to use CAD and GIS.

QUALIFICATIONS

A bachelor's degree in civil engineering from an accredited college or university with emphasis on computer operations or CAD/GIS, plus five (5) years' experience in field survey works including construction inspection and basic engineering design, or an equivalent combination of education and qualifying experience.

SPECIAL REQUIREMENTS

Must have and maintain a State of Connecticut Professional Engineer license.

Certified Flood Plain Manager (ASFPM) preferred.

Must have and maintain a valid Connecticut driver's license.

TOOLS AND EQUIPMENT USED

Motor vehicle, industry standard and electronic distance measurement instruments, scientific calculator, blue ray printer, engineering copier, drafting equipment, computer aided drafting software and hard hat.

Specific vision abilities required for this job include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee occasionally works in outside weather conditions. The employee is frequently exposed to wet and/or humid conditions and extreme heat or cold.

The employee occasionally walks through thick brush and over rough terrain and works in roadways. The noise level in the work environment is moderately loud in field settings and usually quiet in office settings.
