General Statement

The Assistant Emergency Management Coordinator, under general supervision, performs technical, administrative, supervisory and professional work assisting the Emergency Management Coordinator with Emergency Management activities for Union County. Employee assists in the formulation of management of various programs and plans that deal with prevention, response to and recovery from emergencies.

Assists with supervising the work of additional staff in Emergency Management. Employee must exercise independent judgement and initiative in completing assignments. Employee must also exercise considerable tact and courtesy in frequent contact with staff, vendors and the general public.

Essential Functions

Requires knowledge of principles, methods and techniques used in emergency preparedness and disaster relief.

Maintains and/or updates programs associated with Hazard Mitigation, Emergency Operations Plan, Nuclear Facility Plans, Superfund Amendments and Reauthorization Act (SARA) Title III, and other plans associated with Union County Emergency Management.

Develops and administers various community outreach programs for the public, business, and industry.

Investigates spills, releases, and threats to the environment and notifies the appropriate agencies of needed actions.

Maintains and updates the Emergency Notification Directory (END) as needed.

Oversees and/or maintains and updates the various departments' databases.

Oversees and or organizes the collection of hazardous material information as guided by SARA Title III. Maintains records of hazardous material facilities in Union County. Acts as Coordinator of Information for the Local Emergency Planning Committee.

Assists with the management of Emergency Management Performance Grants pertaining to county staff training and maintenance of regional / state emergency equipment.

Responds to and assists other public safety agencies as necessary.

Assists the Director in organizing emergency /disaster planning and training needs conforming to all applicable federal, state, and local laws and regulations.

Assists Director in preparing for immediate use of all facilities, equipment, staff, and other resources for the purpose of minimizing or preventing damage to persons and property during an emergency and restoring essential services.

Assists Director with reviewing All-hazard plans and provides technical assistance to businesses, industry, and non-profits on developing emergency plans for compliance with local, state, and federal disaster planning guidance.

Serves as an advisor to the Director in emergency matters and in his/her absence assumes director duties.

Applies principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions.

Interprets a variety of instructions furnished in written, oral, diagrammatic, or schedule form; Records and delivers information, explains procedures, and follows oral and written instructions.

Performs other related duties as assigned.

Must be able to safely operate various size trucks, trailers, and gasoline / diesel powered equipment used for emergency management deployments.

Operations

Oversees and coordinates the county's activities for the Catawba Nuclear Power Station and McGuire Nuclear Power Stationprograms including training and preparedness activities for annual evaluations at the reception center and emergency operations center. Maintains the readiness of radiological equipment, updating policy and procedures and communicating with local, state, and federal partnering agencies.

Assists with updates to the Emergency Operations Plan (EOP) and communicates any revisions to other county departments and outside entities as appropriate.

Serves as the emergency management liaison between county government and local, state, and federal agencies.

Directs the operations within the emergency operations center in the absence of the director. These duties include maintaining the center's readiness and availability during times of activation, coordination with internal and external partnering agencies within the county and State of North Carolina.

Performs periodic industrial facility surveys for emergency planning with fire marshal staff from Union County, City of Monroe, and the Town of Waxhaw.

Serves as the Operations Section Chief during emergency operations center activations. Must be able to successfully complete the Operations Section Chief (OSC) class and any subordinate classes need for the completion of the OSC.

Coordinates with local hazardous material clean-up company contractors. Ensures spill and mitigation efforts are performed according to the requirements of the Environmental Protection Agency (EPA), North Carolina Department of Environmental Quality and local officials.

Coordinates Incident Management Team (IMT) activities when needed for training, exercises, and deployment.

Reviews long term care (LTC) facility plans, reporting to the State of North Carolina and ensures coordinated efforts are in place for preparedness with these facilities.

Serves as the National Weather Service point of contact for Union County and ensures the requirements of the Storm Ready Community designation are maintained.

Assists with drafting and/or updating policies associated with emergency management and emergency services.

Serves as the liaison to Union County Public Health and collaborates jointly with points of distribution (POD), sheltering and Nuclear Station preparedness.

Maintains proficiently in the use of various software applications used for resource requests, GIS mapping, land search, damage assessment, water rescue, drone operations, inventory management, and other incident management, weather, or preparedness applications.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience:

Bachelor's Degree and two (2) years of experience in disaster and emergency management, emergency services; or equivalent combination of education and experience.

Licenses or Certifications:

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Course Completion in Incident Commander, Operations Section Chief, Planning Section Chief, All Hazards Safety Officer, or Logistics Section Chief through NC Emergency Management or the ability to obtain within six months.

Completion of the following NIMS courses; IS-100, IS-200, ICS-300, ICS-400, IS-700 and IS-800 certifications.

North Carolina Emergency Medical Technician (EMT) or greater certification.

Special Requirements:

Must be available for assignments outside the normal weekly work schedule; travel during periodic emergencies and/or disasters. Must be able to attend training courses and public education programs as necessary.

PREFERRED QUALIFICATIONS

Licenses or Certifications:

Completion of Federal Emergency Management Agency (FEMA) Independent Study Professional Development Series (IS-120.c, IS-230.e, IS-235.c, IS-240.b, IS-241.b, IS-242.b, IS-244.b), FEMA Basic Academy, NC Emergency Management 101, 102 course.

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

Completion of the Associate or Executive Emergency Manager designation from the North Carolina Emergency Management Association.

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including computers, printers, copiers, facsimile machines, calculators, etc. Must be physically able to operate a motor vehicle.

Must be able to exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Work is performed in an environment where the employee must deal with crisis situations that require major decisions involving people, resources, and property.
