Job Duties

NOVA VDOT is excited to announce an opening for the position of Assistant District Land Use Manager the Prince William Transportation and Land Use Department, which will provide complex analyses and provide managerial support, oversight, and assistance to assigned operational program areas to include but not be limited to:

Local Program Delivery

  • Provide for the effective delivery and support of the District's Transportation & Land Use program by representing interests of assigned jurisdictions as well as representation of VDOT's interests to the assigned jurisdictions with regard to VDOT planning, project development, construction, maintenance, operational, and business processes.

Customer Service

  • Investigate and respond to concerns from a wide range of VDOT internal and external customers, including citizens, homeowner's associations, media and local government entities. Facilitate creative solutions to complex design issues in coordination with stakeholders by applying knowledge of transportation planning, land use, geometric design, traffic engineering, and drainage principles and techniques while balancing sound engineering design, impact upon the transportation network and community needs.

Decision Making

  • Review and make sound engineering decisions or recommendations, as applicable, on field related conflicts to include traffic engineering, drainage, maintenance, road and bridge geometrics, etc. Being able to see the larger picture when it comes to issues and ways to resolve them. Is a solution-oriented person and have the ability to be responsive in a timely manner to questions and inquiries both with internal and external stakeholders.

Communications

  • Communicate with a variety of stakeholders (e.g. Board of Supervisors, local government staff members, Congressional and State legislators, citizens, VDOT officials, media and employees) regarding VDOT services, programs and plans.

    Make recommendations and influence locality management and stakeholder groups on issues that affect the Commonwealth and local transportation vision and comprehensive transportation plans. Facilitate exchange of information and decision-making between VDOT and jurisdictions. Participate in and conduct meetings with public agencies, citizens' groups, and committees to share information and represent VDOT's business interests.

Conflict Management & Resolution

  • Resolve complex transportation & land use issues and problems which cut across multiple divisions or sections through the understanding of transportation & land use policies & procedures and application of sound public policy and business expertise. Identify critical issues to prevent escalation or repetition of problems.

    Work through potential issues that may hamper or impair the success of established transportation & land use programs or projects and studies under development. Use negotiation skills to challenge or support procedures which resolve and diffuse problems. Frame issues and provide recommendations to the Transportation & Land Use Director when complex issues may be elevated.

Organizational Effectiveness

  • Effect significant changes and assist to implement such changes to contribute to increased organizational effectiveness. Identify methods to resolve complex issues within political realm, public policy, human resources or financial management arenas.

Financial Management

  • Monitor the public's assets, resources and expenditure of funds. Ensure funds are appropriately managed to maintain assets.

Minimum Qualifications

Substantial knowledge in the operation of a large scale, public service agency.

Skill in maneuvering through complex political situations effectively and demonstrating sensitivity to how people and organization's function.

Ability to interact and communicate effectively orally and in writing with diverse audiences to include citizens and government officials.

Knowledge of transportation laws, regulations, policies and procedures to include federal, state and local planning and land use regulations, maintenance management and work zone operations.

Considerable knowledge of public policy, local politics and business practices as related to transportation issues.

Knowledge of administrative, managerial, and human resource principles and practices.

Ability to apply administrative or operational strategies; to be a responsive leader during emergency situations; and to apply ability to consistently provide resolution to issues in a high-pressure environment.

Highly developed ability to interact and communicate effectively orally and in writing with diverse audiences to include citizens and government officials.

Skill in reading and interpreting complex plan assemblies such as major road widening, interchange modifications and limited access right of way.

Skill in the use of computers and software applications.

Valid Driver's License

Additional Considerations

Combination of education, training and/or experience in Engineering, Public Administration, Business, Finance which demonstrates the ability to perform the position.

Experienced performer with transportation management experience and ability to work in a fast paced and complex urban environment.

Progressively responsible experience in engineering, planning, or land development for a transportation program.

Engineer in Training, Professional Engineer, PTOE (Professional Traffic Operations Engineer), AICP (Transportation Planning Certification), or PMP (Project Management Professional) license preferred.
