Summary

This position is responsible for corporately managing all mandated safety, regulatory compliance, and Homeland security training. This includes overseeing and developing training for Engineering, Maintenance of Equipment, Stations, Stores, Transportation and administrative support department employees to ensure compliance with Federal and State mandates as well as to provide employees with current and relevant training and information to safely and efficiently perform their jobs. This position is directly responsible for ensuring that the Long Island Rail Road's training programs are in compliance with all of the content, procedural, and documentation requirements imposed by regulatory agencies such as the Federal Motor Carrier Safety Administration (FMCSA), Occupational Safety and Health Administration (OSHA), NYS Public Employees Safety and Health (PESH), the Federal Railroad Administration (FRA), the Department of Environmental Conservation (DEC) and the Department of Homeland Security. These mandates include 49CFR training compliance, M.T.A. and L.I.R.R. audits, and System Safety Program Plan requirements. This position is responsible for reviewing the content of all safety and regulatory compliance related training programs, obtaining interdepartmental concurrence for protocols and training program formats, and compliance with same. Incumbent must develop instructors' skills and design course material and implement training programs to promote a safe and highly skilled work force. The position is responsible for assisting the LIRR to respond to safety and compliance related legal inquiries and to external agency audits and investigations; to make recommendations for remediation based on same; and to ensure timely implementation of remedial actions. Position will represent the Department at all corporate and agency meetings regarding those concerns.

Responsibilities

  • Provide direction to staff in the management of the day-to-day activities of the safety, regulatory compliance, and security training functions. Handle all daily issues that arise including scheduling, prioritizing of work assignments, provide guidance on effective ways to resolve issues that arise to ensure the needs to the company are met.

  • Plan, develop, implement and manage the delivery of safety, regulatory compliance, and security training programs including but not limited to: Passenger Train Emergency Preparedness, NIMS, Boom Truck Operator, Bridgeworker Safety, Confined Space Entry, CPR-First Aid, Crane, overhead crane, CDL-Enhanced Driver Training, CDL- Road Test, CDL[1]Driving Instruction, CDL- Endorsements, Mobile Crane, Defensive Driving , Fall Protection, Aerial Platforms, DOT Haz Mat , Hazardous Waste, Lead Awareness, Metal Coil, Lockout/Tagout ,Powered Industrial Truck, Respirator Program, Right to Know. Roadway Worker Protection, Roadway Worker in Charge, Work Zone Safety, Standard Operations Procedures, Confined Space, Bucket Truck, Excavation, , and First Line of Defense to ensure all employees are offered and receive appropriate/required training to perform their jobs effectively and safely.

  • Manage Consultant/Contractor/Vendor training program. Act as liaison for LIRR in ensuring that all consultants, contractors, and vendors are in compliance with 49 CFR, OSHA & corporate safety training requirements. Direct the training for all emergency responders including MTA PD, NYPD, FDNY, MNR Fire Brigade, Nassau and Suffolk Police, EMS and Long Island volunteer fire departments to ensure the safety of our employees and customer as well as compliance with Department Homeland Security National Incident Management System requirements.

  • Develop and produce all required regulatory reports in an accurate and timely manner. Prepare responses and represent the Department during government and corporate audits and all other formal inquiries regarding regulatory compliance. Represent the Department at interdepartmental meetings to plan, coordinate, and document the training and implementation of new safety and operating procedures with the user departments. Assist Legal and LIRR Departments in developing remedial actions and responding to formal inquiries related to safety and regulatory compliance concerns.

  • Communicate with National Safety Council and Smith System Fleet Driver Training as per MTA Risk Management and operating departments to ensure compliance with FMCSA and NYS DMV regulatory requirements.

  • Determine corporate future needs regarding continued compliance with safety, regulatory, and security standards and develop a long-term strategic plan for the department to address the future needs.

  • Select, manage develop, and motivate personnel within department. Provide prompt and effective coaching. Responsible for discipline /termination of employees when necessary. Support career development for subordinates, provide direction to employees and develop department/ section goals. Ensure professional work environment that respects and enables employees to contribute to their full abilities.

  • All other activities as assigned by Senior Director or senior staff.

Qualifications

  • Bachelor's Degree in Occupational Safety, Business or Human Resources or related field. Demonstrated, directly related, equivalent experience and education may be considered in lieu of the degree, subject to approval.

  • Recent, related progressively responsible experience (approximately 10 years) in a combination of related safety and employee training positions.

  • Must possess knowledge of operations with respect to the transportation industry.

  • Must have extensive knowledge of FRA, OSHA, DHS, and DOT requirements as well as knowledge of Security Awareness and First Responder Operational requirements.

  • Must possess extensive knowledge of training systems, training development and strategies, and educational methods, including technology-based training methods.

  • Must possess prior experience and ability to demonstrate knowledge of effectively analyzing current and future training needs for all operating departments and implementing same in all training programs.

  • Must possess demonstrated leadership skills with prior experience managing and developing a staff.

  • Must possess demonstrated, ability to select, lead and motivate employees; ability to identify problems and recommend solutions to resolving.

  • Must possess demonstrated, effective analytical, decision-making, strong judgment skills as well as strong, effective interpersonal and communication skills with a high degree of professional integrity and strong work ethic.

  • Must possess extensive human relations, written and oral communication and presentation/platform skills.

  • Must have ability to work with management from other departments to monitor and assure regulatory compliance in all areas of training and the ability to provide consult and guidance on same when inquiries are made.

  • Must demonstrate the ability to understand corporate strategic plans and visions with ability to forecast organizational safety, regulatory compliance, and security training needs, including technical requirements under applicable state, federal and local regulations and provisions.

Preferred/Desirable Skills/Qualifications:

  • Qualified on the Long Island Rail Road Rules of the Operating Department and Physical Characteristics.

  • Knowledge of operations with respect to LIRR Maintenance of Equipment, Transportation, Stations, Stores, and Engineering department functions.

  • Knowledge of LIRR Safety Rule Book, policy and procedures and collective bargaining agreements

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
