The Mission of the Department of Public Instruction: 

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education. 

The North Carolina Department of Public Instruction is seeking applicants for an Education Program Director I (Working Title: Assistant Director) for our Office of Charter Schools.

The Office for Charter Schools (OCS) is responsible for implementing "The Charter Schools Act of 1996," and its subsequent revisions, under guidance of the State Board of Education and the Charter Schools Review Board. This act authorized the establishment of a system of autonomous public charter schools across North Carolina.

Charter schools are public schools of choice authorized by the Charter Schools Review Board and operated by independent non-profit boards of directors. State and local tax dollars are the primary funding sources for charter schools, which have open enrollment and cannot discriminate in admissions, associate with any religion or religious group, or charge tuition. Charter schools operate with freedom from many of the regulations that govern district schools, but charter schools are held accountable through the State assessment and accountability system.

The Office of Charter Schools is responsible for administrative and policy monitoring and implementation based on legislation, policy, and other directives or guidance issued by the General Assembly, the State Board of Education, the Charter Schools Review Board, and the Department of Public Instruction.

This position is responsible for assisting the Director with all director level tasks.

The OCS is made up of one Director and eight consultants.

The Assistant Director will support the Director in the management of the office's workflows and staff, and they will be assigned specific workflows to oversee. The Assistant Director will assist the Director with managing consultants, including one-on-one meetings and leadership. They will also be serving as an expert source of information regarding State charter school laws, policies, and rules.

This individual will work with the Director writing reports and facilitation of grants, such as the charter school transportation grant. There may be occasions when this individual will need to present to the State Board of Education (SBE) and Charter Schools Review Board (CSRB). There will be a need to help the OCS consultants with the project management and implementation of workflow tasks.

There may be a need for occasional travel for school improvement visits, risk assessments, board meetings, and renewal meetings, and any other necessary travel. Other duties may include Bond Hearing facilitation, contract management and assistance with Request for Proposal processes and office management tasks.

  • Demonstrated experience navigating the North Carolina charter school landscape and/or authorizing, operating, and/or governing charter schools.

  • Demonstrated experience maintaining working relationships with various staff and/or stakeholders. (Examples: OSC/DPI staff, board members, charter school leaders, and/or charter school families.)

  • Demonstrated experience interpreting rules, regulations, and policies related to charter school operations within NC.

Management Preferences:

  • Experience as a charter school administrator

  • Experience working in a K-12 school

  • Legal, government, and/or policy experience

Master's degree in education or in the special education field to which assigned from an appropriately accredited institution, and four years progressively responsible experience in public education, or a  Doctoral degree in education or in the special education field to which assigned from an appropriately accredited institution, and two years of progressively responsible experience in public education; or an equivalent combination of education and experience.
