This is managerial and administrative work managing the City-wide Fleet Management Division, Regional Transit System (RTS) Fleet management and its activities.

Job Description:

SUMMARY

This is managerial and administrative work managing the City-wide Fleet Management Division, Regional Transit System (RTS) Fleet management and its activities.

The single position allocated to this classification reports to the Department Head and works under general direction. Work in this class is distinguished from other classes by its emphasis on comprehensive fleet management for all Fleet Services for General Government [including Regional Transit System], Gainesville Regional Utilities, Gainesville Police Department and Gainesville Fire/Rescue Department.

ESSENTIAL JOB FUNCTIONS

Plans, directs, coordinates and administers all activities and personnel of the City-wide Fleet Management Division and RTS Maintenance personnel in accordance with all applicable laws, rules, regulations and directions from City government.

Coordinates Fleet Services activities with the functions of other City departments including General Government and Gainesville Regional Utilities.

Prepares annual budget for replacement/maintenance of fleet vehicles and equipment.

Prepares, submits and monitors annual budget.

Develops and establishes vehicle lease rates for General Government's fleet to satisfy the structure of an Enterprise Fund to re-capitalize fleet assets.

Develops and establishes performance metrics to monitor overall program costs, efficiencies, and effectiveness.

Monitors overall utilization of the City's fleet of vehicles and equipment, and makes recommendations to ensure proper fleet size and composition.

Makes long and short range plans for Fleet management.

Administers the development, implementation, and monitoring of cost effective methods for procurement of shop materials, tools, equipment, fuel, as well as, accident management and other fleet related contractual services.

Prepares contractual agreements, reviews language, and makes modifications and redrafts as required.

Administers the development, implementation, and maintenance of a Fleet Management Information System and Automated Fuel System.

Administers the development, implementation, and monitoring of procedures to ensure conformance with Department of Environmental Regulation (DER), State and county ordinances and policies regarding underground fuel tanks and hazardous waste resulting from fleet related functions.

Performs timely, fair and non-discriminatory evaluations of performance of employees under his/her supervision.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Develops, establishes and maintains procedures and policies for fleet maintenance operating functions, including Service Level Agreements (SLA) with customers.

Participates in labor agreement administration.

Responds under emergency conditions.

Coordinates fleet services activities, prepares industry required reports and establishes vehicle lease rates.

Responsible for RTS facilities maintenance.

Reviews and evaluates vehicle conditions and advises department heads of this evaluation.

Prepares bids or Requests For Purchases (RFPs) for maintenance procurements.

Recommends selection, promotion, discharge, and other appropriate personnel actions.

Assists in labor agreement negotiations.

Reviews work orders, maintains inventory control, and prepares auto-part orders for processing.

Attends work on a continuous and regular basis.

NON-ESSENTIAL JOB FUNCTIONS

May act in absence of supervisor.

May be responsible for enforcing the drug policy, based on physical location and organizational structure.

Performs other related duties as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.

EDUCATION AND EXPERIENCE

Bachelor degree from an accredited college or university and eight (8) years of fleet management operations experience which includes two (2) years of supervisory and budgetary/financial management experience.

Or an Associate degree from an accredited college or university and ten (10) years of progressively more responsible fleet management operations experience which includes two (2) years of supervisory and budgetary/financial management experience.

Master degree from an accredited college or university in a relevant field is preferred and may substitute for one (1) year of experience.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver license required. Valid Florida Driver License required within thirty (30) days of appointment.

Certifications

Certificate by National Association of Fleet Administrators (NAFA) as an Automotive Fleet Manager (CAFM) is preferred.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of principles and practices of effective administration and supervision.

Considerable knowledge and experience in automotive mechanics and design, vehicle applications, and performance.

Thorough knowledge of laws, ordinances, regulations and statutes which govern fleet functions.

Knowledge of governmental budget procedures.

Thorough knowledge of all Federal, State and Local regulatory requirements applicable to public transportation.

Knowledge of safety policies and standards related to equipment and operation of a transportation system.

Ability to formulate and administer department budget.

Skilled in the art of negotiation.

Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.

Ability to plan, assign, delegate and direct work of administrative and supervisory personnel.

Ability to conduct technical inspections of work performed by fleet maintenance staff.

Ability to develop long term plans and programs and to evaluate work accomplishments.

Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to establish and maintain effective working relationships with individuals of diverse backgrounds including elected and appointed government officials, Charter Officers, City employees, representatives of other agencies, and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.

PHYSICAL REQUIREMENTS

While performing the duties of this job, the employee is often required to sit for prolonged periods of time.

May occasionally lift objects up to 50 pounds.

May occasionally crawl, stand, walk, sit, listen, talk, use hands, drive, bend, climb, and squat, push/pull while seated or standing, and reach above shoulder level.

WORK ENVIRONMENT

May require performance of tasks outdoors under varying climatic conditions.

May be required to work and attend meetings outside regular business hours, including evenings, weekends and holidays.
