TITLE: ASSISTANT DIRECTOR (Elementary Education)/(Special Services)

JOB GOAL: To assist the Director of Elementary Education Special Services and Superintendent of Schools substantially and effectively in the task of providing leadership in developing, achieving, and maintaining the best possible educational programs and services.

REPORTS TO:

Director of Elementary Education Special Services: Superintendent

SUPERVISES:

Such staff members as designated by the Superintendent

QUALIFICATIONS:

  • NJ Certification/Certificate of Eligibility as School Administrator and/or Principal

  • At least 3 years successful experience in teaching and/or school administration

  • Proficient and knowledgeable in administrative and instructional technology.

  • Possesses outstanding written and oral communication skills.

  • Proficient and knowledgeable of core curriculum content standards, current curriculum trends, instructional strategies and assessments, and Every Student Succeeds Act (ESSA) legislation.

  • Experience in developing and implementing professional development activities to improve instruction and learning.

  • Ability to identify areas needing improvement and recommend how district resources are brought together in the most effective and appropriate way to meet district needs.

  • Proficient and knowledgeable of grant writing and management.

  • Provide proof of U. S. citizenship or legal resident alien status by completing Federal Form I-9 in compliance with the Immigration Reform and Control Act of 1986.

  • Provide evidence that a criminal record history check has been conducted and clearance has been given by the Department of Education, or, during the initial six month period provide a sworn statement that there have not been any convictions of a crime or a disorderly persons offense in accordance with 18A:6-7.1.

  • Provide evidence that health is adequate to fulfill the job functions and responsibilities with reasonable accommodation pursuant to 42 U.S.C. 12101 and in accordance with N.J.A.C. 6:3-4A.4.

  • Pass the State required Mantoux Intradermal Tuberculin Test as required by N.J.A.C. 6:3-4A.4.

  • Meet such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.

JOB FUNCTIONS AND RESPONSIBILITIES:

Instructional

  • Coordinate with administrators in observing teachers and to assist professional staff with instructional strategies in conjunction with the district's framework for instructional decision-making.

  • Confer with representatives of educational agencies who visit the school district.

  • Complete questionnaires and reports dealing with instructional matters.

  • Recommend all textbooks for board approval.

  • Work with professional staff on school evaluation studies.

  • Facilitate the development and revision of official school records and report cards.

  • Establish and articulate to students, staff and parents high expectations for student achievement and monitors on a regular basis to ensure that expectations are being met.

  • Conduct administrative meetings for articulation. Facilitate and guide curriculum articulation among elementary, middle, and high school.

  • Serve on the Board Curriculum Committee.

  • Supervise development and revision of curriculum and programs.

  • Assist in scheduling specialist personnel for all buildings.

  • Assist in Developing the District Technology Plan.

  • Use research data to promote district initiatives.

  • Provide for community participation in curriculum improvement when applicable.

  • Act as a consultant and advisor to professional staff regarding individual curriculum initiatives.

  • Assist in formulating emerging goals, objectives, action plans, activities, and long-range plans in curriculum improvement and development.

  • Assists the testing coordinator for both state mandated and district testing programs.

  • Oversee the coordination and implementation of all district academies.

  • Oversee the coordination and implementation of the district's Gifted & Talented Program.

  • Assist with Professional Development and in-service.

  • Manage curriculum development. revision and standards alignment.

  • Work with curriculum committees, principals, supervisors, directors, and individual teachers to assess the adequacy of existing courses of study and to recommend action and programs for curriculum improvement that are consistent with modern research findings and state standards.

  • Be in charge of the district mentoring plan and implementation of said plan and directives.

Personnel

  • Assist in the selection and oversight of professional staff

  • Work cooperatively with administrators/supervisors in accepting new and challenging assignments directed at the improvement of the educational program.

  • Evaluate staff as assigned.

  • Write clear formal observation and evaluation reports and when appropriate, provide cogent and pertinent suggestions for instructional improvement.

  • To develop meaningful and on-going professional development workshops for professional staff.

  • Develop and implement orientation programs for new staff members.

Budget

  • Assist in preparing long-range plans for educational programs, equipment, and innovations.

  • Assist in the identification of textbook, workbook, and equipment priorities as well as staffing needs.

  • Review all requisitions and purchase orders for textbooks, workbooks, instructional materials and curriculum equipment to ensure compliance with approved textbook lists and consistency with established goals.

  • Administer pilot programs and assure compliance with state mandates.

  • Monitor the program budget for curriculum to ensure that expenditures are consistent with allocations.

  • Administer and maintain all expenditures charged to federal and state programs in assigned programs.

  • Assist in the preparation of the districts Consolidated Grant Application.

  • Solicit funding and formulate grants for district programs for the federal, state and local resources, as well as philanthropic organizations.

  • Assist in the development of the District School Budget.

  • Assist in managing all entitlement grants.

  • Assist in the pursuit of competitive grants including Pairing & Sharing, Local School Capacity, 21st Century.

Community Relations

  • Coordinate special presentations to the Board of Education.

  • Help to prepare displays explaining the district's educational programs to the public.

  • Coordinate periodic community surveys.

  • Respond effectively to parental and community suggestions/concerns.

  • Participate in the development of District Newsletters and communiqués.

  • Represent district in appropriate public venues as requested by the superintendent.

Professional

  • Cooperate with national, state, regional and other groups in developing and assessing new curriculums and programs.

  • Attend Board meetings and prepares reports to the Board as the Superintendent may request.

  • Attend to staff and student concerns and recommendations.

  • Participates in local, state, regional, and national professional development activities including attending and presenting at conferences and workshops.

  • Participate in the development and revision of Board policies. Make recommendations to the Superintendent of Schools for additions/revisions to Board of Education policies and regulations.

  • Assist in Monitoring residency initiatives and procedures.

  • Assist in developing the Comprehensive Equity Plan.

  • Manage the development and implementation of technology for instruction and administration.

  • Implement policies to support the district's educational philosophy.

OTHER DUTIES

  • Perform such other duties as may be assigned by the Director of Elementary Education Special Services or Chief School Administrator.

TERMS OF EMPLOYMENT: Ten or Twelve-month year. Salary, vacation and fringe benefits to be established by the Board of Education.

ANNUAL EVALUATION: Performance will be evaluated annually in accordance with AchieveNJ guidelines and/or District Policies and Regulations.
