The County of Riverside's Purchasing and Fleet Services has an opportunity for an Assistant Director of Purchasing and Fleet Services.

The Assistant Director of Purchasing and Fleet Services assists the Director in the planning, administration, and operation of the department. The role involves planning, organizing, and directing the Purchasing, Central Mail, and Fiscal Divisions, as well as performing other related duties as required.

The Assistant assists in the general administration of the Purchasing and Fleet Services Department. The incumbent is responsible for directing the administration and operations of specified department divisions, serving in the absence of the Director, and relieving the Director of many administrative duties. This class differs from the Assistant Director of Fleet Services by the latter's responsibility to administer and operate the County's Fleet program and Surplus Divisions.

Key Responsibilities:

  • Assist the Director in planning, administration, and operation of the Purchasing and Fleet Services Department.

  • Plan, organize, and direct the Purchasing, Central Mail, and Fiscal Divisions.

  • Serve in the absence of the Director and relieve the Director of various administrative duties.

  • Direct the administration and operations of specified department divisions.

  • Perform other related duties as required.

Qualifications:

Most competitive candidates will have:

  • Knowledge of governmental procurement processes.

  • Familiarity with budgeting processes and fiscal management practices relevant to government agencies.

  • Understanding of contract management principles and practices.

  • Proficiency in using varying procurement software and financial management systems.

This is a non-teleworking position.

This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2) of the County Management Resolution and serves at the pleasure of the Director of Purchasing and Fleet Services.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(B) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

Meet the Team!

The Purchasing and Fleet Department's primary function is to provide vehicles, goods and services to other County Departments and agencies within the County of Riverside. Providing a unified purchasing system that ensures integrity and fairness, with centralized responsibility for oversight of solicitation, vendor selection, negotiation, award, contract management, reporting, disposal of surplus property and emergency logistical support for the benefit of Riverside County agencies.

  • Direct the operation of the Purchasing, Central Mail, and Fiscal Divisions through subordinate support staff and coordinate the day-to-day operation of the specified divisions.

  • Develop and manage budgets and rates ensuring efficient allocation of resources and adherence to fiscal policies;  Coordinate and oversee staff in the preparation of budget and strategic planning reports.

  • Identify opportunities for process improvement and operational efficiency, implementing solutions to streamline workflows and reduce costs.  Prepare and present reports on activities, performance, and operations to executive leadership and stakeholders, providing analysis and recommendations for improvement.

  • Interview or direct the interviewing of prospective employees, make hiring decisions, perform employee evaluations, and recommend discipline and professional development measures; make recommendations on personnel transactions. Assign and train or direct the training of new employees.

  • Assist in the coordination of specified division operations with other departments, and in promoting standardization of supplies and equipment. Collaborate with other departments and agencies to coordinate activities, services, and operations, ensuring alignment with overall objectives and initiatives.

  • Develop and update policies and procedures to ensure compliance with government regulations and best practices; take a lead role in the development and negotiation of major or controversial contracts/projects.

  •   Oversee the procurement process, including vendor selection, contract negotiation, and purchasing activities to ensure compliance with government procurement regulations and cost-effectiveness.Education: Possession of a Bachelor's degree from an accredited college or university, preferably with major coursework in business or public administration, purchasing, or related field. Possession of a certificate as a Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) by the Institute for Supply Management (ISM) may be required.

Experience: Four years of experience at a supervisory or managerial level, with at least two years of the required experience in public sector purchasing and materials management, which included planning, organizing, and directing the operation of various divisions or departments at the senior or executive management level. A Master's degree in business, public administration, organizational management, supply chain management, purchasing, or related field may substitute for one year of the required experience.

Budget and Fiscal experience as a Riverside County Administrative Services Manager III, Deputy Director, or comparable role is highly desired. Fiscal experience with Internal Service Fund and rate procedures is also highly desired.

Knowledge of: The principles, practices, policies and procedures of purchasing/materials management; principles and practices necessary to plan, analyze, develop, direct, control, and evaluate a complex purchasing system; basic sources of supply, marketing practices, pricing methods and differentials, inventory management, distribution and warehouse; printing and manufacturing planning; budget and budget planning; modern supervisory practices and procedures.

Ability to: Interpret specifications, rules, and regulations; analyze data and arrive at logical conclusions; prepare clear and concise reports; deal tactfully and effectively with others; direct and supervise the work of others; plan, direct and reach long term goals.This recruitment is open to all applicants.
