This position is an exempt position at pay grade 314.
Attendance
Non-rotating 40-hour work week, Monday
Friday, 8:00 am
5:00 pm; must be available to work additional hours as needed.

Overview
This position is responsible for staff supervision, program management and resource management relative to the inventory, assessment, prioritization and improvement of Storm Water facilities and infrastructure.
Responsibilities
Bring about strategic change, both within and outside the organization, to meet organizational goals; establish an organizational vision and implement it in a continuously changing environment
Anticipate, embrace, and employ changes occurring in the industry and promoted by TXDOT, FHWA to improve service delivery.
Supervise the daily operations of the Division and perform the administrative duties of the Division by overseeing staffing needs, progressive disciplinary actions, policy implementation, agenda/council action actions and training
Resolve customer problems to include communications in person, in writing and via telephone
Lead people toward meeting the organization's vision, mission, and goals; provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts; and provide service to people by dealing skillfully and honestly with them, recognizing and rewarding solid performance and mentoring those with performance and behavioral issues to improve the team
Meet organizational goals and customer expectations; make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks
Develop and implement objectives, strategies, tactics and action plans, along with monitoring and measuring steps to ensure that work processes align with and support goals, vision, mission, and core values.
Manage human, financial, data and information resources effectively, and identify and quantify the budgetary, personnel, equipment, information technology, machinery and other resources needed to meet mission and goals at the lowest cost; adapt the new normal by doing more with less by employing proven best management business practices
Manage the engineering or technical organizations required to accomplish the missions assigned; employ technical, along with problem-solving, interpersonal, and administrative skills, to provide value to customers by providing high quality service
Management of street sweeping and roadway debris removal. Downtown street and sidewalk cleaning operations
Oversight and management of the City's MS4 permit and obligations under the Texas Commission on Environmental Quality
Provides compliance assurance with all storm water regulations and permit requirements
Floodplain management- Serves as Floodplain Administrator for the City of Corpus Christi
Coordinates and oversees floodplain management program
Serves as the subject matter expert and manages all aspects of the Storm Water Utility Fee Ordinance
Review appeals submitted by residents for the Storm Water Fee
Serves as Storm Water technical advisor to other City departments, such as DSD, Engineering, CCW
Attends Early Assistance meetings and performs technical plan review for Storm Water related items
Provides response maintenance for underground storm water pipe/tunnel failures
Maintains oversight of the operations of 2 Storm Water pump stations
Develops and administer the Storm Water Capital Improvement Projects
Performs other related duties and fulfills responsibilities as required.
Qualifications
Requires a Bachelor's degree (BA/BS)
Minimum of seven (7) years of experience
Requires a Professional Engineering License (PE) License at time of hire or if out of state must acquire in Texas within 6 months of hire
A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

Basis of Rating
Applications will be reviewed as they are received. A recruitment consultant will evaluate all applications against the posted qualifications and may request additional information and the city may also conduct additional skill assessment tests, in addition to the panel interview.
