JOB SUMMARY:

The Assistant Director of Public Works and Utilities, with a specialization in Sewer and Landfill Management, plays a critical role in overseeing, planning, and coordinating the county's efforts in managing and improving its sewage treatment facilities and landfill operations. This position involves comprehensive management of projects related to sewer systems, wastewater treatment/operations, landfill operations, recycling activities and waste management strategies, ensuring they meet environmental protection standards and serve the community's needs efficiently. The role demands active collaboration with various departments, contractors, and regulatory bodies to ensure sustainable practices in waste management and environmental conservation.

MAJOR JOB RESPONSIBILITIES:

• Lead the planning, organization, and management of the Sewer and Landfill, Solid Waste and Recycling Divisions within the County's Public Works and Utilities Department. This includes the development of strategic plans to enhance the efficiency, sustainability, and compliance of sewer systems and landfill operations with environmental regulations.

• Direct and oversee projects related to the expansion, maintenance, and upgrade of sewage treatment facilities and landfill sites. This includes supervising construction, renovation, and operational activities to ensure they are completed within budget, timeframes, and quality standards.

• Ensure that all sewer and landfill operations comply with local, state, and federal environmental regulations. Prepare and oversee compliance reports, environmental impact assessments, and audits to maintain adherence to the Georgia Environmental Protection Division standards.

• Assist in developing and administering the budget for the sewer and landfill related divisions, including capital investment and operational costs. Oversee expenditure and ensure effective allocation of resources to meet departmental goals and objectives.

• Confers with the Public Works and Utilities Director with respect to annual project development, capital operating expenses, long-range plans and proposed/projected projects; confers with other County officials on issues of mutual concerns.

• Act as a liaison between the county and various stakeholders, including residents, businesses, environmental groups, and governmental agencies. Address concerns, provide technical expertise, and foster partnerships to support environmental sustainability and community health.

• Manage, mentor, and evaluate staff within the sewer and landfill divisions. Promote professional development, team cohesion, and a culture of safety, efficiency, and environmental responsibility.

• Explore and implement innovative solutions and technologies for sewage treatment and waste management. Aim for continuous improvement in operational efficiency, environmental protection, and service quality to the community.

• Lead the response to emergencies related to sewer and landfill operations, such as spills, leaks, or environmental hazards. Develop and implement solutions to complex problems, ensuring minimal impact on public health and the environment.

• Assists in administering policies, procedures, and practices and in resolving related problems. In relation to employee related issue with assist the Public Works and Utilities Director and Human Resources to resolve employment issues related to policy application, hiring, termination, grievances and appeals.

• Meets with Commissioners, City, and State officials concerning sewer, landfill and recycling issues and complaints and resolves problems; consults with Federal, State and Local officials regarding projects and concerns related to these activities.

• Attends and participates in public meetings; advises, informs, and responds to citizens; serves as technical expert at board meetings and provides supportive data.

• Maintains good public relations with public; attends public meetings with citizens groups to exchange information.

• Serves as technical expert at Board and Commissioners meetings by providing supportive data.

• Regular and predictable attendance is required.

• Performs other related duties as required.

Minimum Qualifications Required:

Education and Experience: Bachelor's degree in Environmental Engineering, Civil Engineering, Waste Management, or a related field. At least seven (7) years of experience in public works, utilities, or environmental services, with a focus on sewer and landfill operations. A minimum of five (5) years in a leadership or supervisory role is preferred. Any equivalent combination of education and experience that provides the minimum level of qualifications stated above.

Licenses and Certifications: State of Georgia Certified Professional Engineer or Certified Professional Engineer in a state having reciprocity with Georgia or the ability to obtain professional engineers' certification within twelve (12) months of date of hire.

Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR).

Knowledge, Skills, and Abilities:

Deep understanding of sewer systems, wastewater treatment technologies, and landfill operations.

Ability to work collaboratively with various stakeholders and adapt to changing priorities.

Knowledge of materials, techniques and equipment used in sewer, landfills, recycling facilities, and other public works construction.

Knowledge of theories, principles, and practices of civil engineering as applied to major public works projects.

Ability to interpret intent and meaning of contract provisions plans, and specifications involved in public works projects.

Ability to organize, interpret, and analyze technical engineering reports.

Ability to plan, organize, and administer an engineering program, including supervising and evaluating a professional and technical staff.

Knowledge of State and Federal laws regulating landfill and sewer operations.

Knowledge of municipal budgeting procedures and multi-funded financing operations.

Knowledge of storm drainage methods and practices.

Skill in negotiating and administering contracts.

Ability to read, understand, and interpret land use plans, wastewater reports, engineering/construction plans and municipal ordinances.

Ability to select, develop, organize, motivate and effectively utilize staff.

Ability to plan, direct and manage a number of diverse but related activities.

Ability to establish and maintain effective working relationships with Federal, State, City and County officials, contractors, developers, employees, and the public.

Ability to communicate clearly and effectively, both orally and in writing.
