EMCO, the Enrollment Management Central Office, is looking for a motivated, flexible, positive, and hardworking team player who is eager to join a supportive group of professionals. We like to have fun while also providing superior customer service. Enrollment Management employs over 200 FTE's and RGP's, around 250 student workers per semester, and 50 temporary faculty and staff.
The Assistant Director of Human Resources is responsible for carrying out complex HR functions for the offices served by EMCO. The Assistant Director will primarily focus on serving the HR needs of the offices of Admissions, Enrollment Data Analytics, Financial Aid, New Student Orientation, and the Visitor Center; however they will also assist two other offices within Enrollment Management as needed.
The Assistant Director must ensure compliance with University policies and procedures for all HR actions, and also provide clear, concise, and correct information to staff members and other internal constituents (e.g. Provost's Office, Central HR) as needed.
The ideal candidate will have experience with the hiring process (posting job openings, screening applications, etc), preferably in a higher education setting. They will also have experience with coaching and assisting employees in areas such as FMLA, benefits, payroll, and leave.
Minimum Qualifications
Requires a bachelor's degree and 3 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and/or experience.
Preferred Qualifications
Knowledge or experience with the State's classification system and Human Resources regulations.
At least two years of prior work experience, particularly in college or university business office settings, is preferred.
Experience in Enrollment Management.
Knowledge of University of South Carolina policies, procedures, payroll/leave management and HR systems.
Knowledge/Skills/Abilities
Excellent written and verbal communication skills.
Keen attention to detail.
Considerable computer mastery with specific knowledge of Microsoft Office Suite (Word, PowerPoint, Excel, Outlook) and Adobe Acrobat.

Using a high level of discretion and judgement, manage human resource activities for complete hiring process for departmental employees (staff, students, temps) served by EMCO. Initiate, submit, troubleshoot, and track all actions related to hiring including but not limited to position description modifications, job postings, screening applicants, hiring proposals, equity assessments, cost-of-living supplements, participating in search committees and providing guidance and counsel to hiring managers. Advise and counsel department managers when issues arise. Guide department staff as they conduct searches to fill vacancies and assist departmental leaders in developing successful search strategies. Work to quickly and efficiently submit paperwork related to separations. Act as Approver for actions submitted in PeopleAdmin. Work with HR Class/Comp to understand job leveling and mapping, and ensure that comparable positions across departments are classified accurately and appropriately. Evaluate personnel management activities to ensure compliance with state and federal laws, rules, and regulations. Maintain confidentiality for all actions.

Manage, submit, and track all salary-related actions according to university policy. Educate department supervisors on policies and procedures. Act as Approver for actions submitted in PS HCM. Research and resolve issues related to Payroll, leave accrual, and absence management.

Manage EPMS review process for all departments ensuring compliance with set dates for Probationary, Trial and Universal Review. Ensure that staff members are being evaluated for performance according to University policy. Send advanced notice to supervisors of coming EPMS due dates, and manage submissions of planning and review stage documents.

Coach employees (both internal EMCO and external department staff) on university benefits such as insurance, retirement, FMLA, PPL, and disability. Submit required leave requests and documents on behalf of employees. Work with HR Benefits Office to answer questions and serve department employees.

Provide training support as needed to EMCO Team. Work closely with the Director to ensure HR actions within the office are running smoothly, timely, and efficiently while providing a high level of customer service and support to both EMCO staff and departmental customers. Represent EMCO to internal and external constituents. Support EMCO staff as needed with presentations and reports. Serve on University committees or focus groups as needed. Perform other general office functions as needed and other duties as assigned.
