General Statement of Duties
The Butte-Silver Bow Health Department's Assistant Health Director for Health Services works closely with the Health Officer to provide high-quality public health services to the people who live in the city/county of Butte-Silver Bow.
Distinguishing Features of the Class
Under the general administrative and policy direction of the Health Officer, the Assistant Health Director for Health Services performs administrative, supervisory, and consultative public health duties for the administration, organization, and maintenance of the health service programs
Duties/Responsibilities
Essential Functions (Major Duties or Responsibilities): These duties are essential functions and are not all-inclusive of all duties that are performed.
Reviews, understands, and ensures compliance with bylaws, contracts, grants and other legal documents that define the organization.
Informs the Health Officer with respect to trends, issues, concerns, regulatory changes, technology, and other relevant factors to facilitate the Health Department's decision-making processes.
Supports the Health Officer with Board of Health activities and attends and participates in meetings of the Board of Health.
Working closely with other department team members, creates reports of the Health Department's operations and activities, providing information, analysis and recommendations as appropriate.
Works closely with federal, state and local officials, agencies, community health providers, and the public to ensure program efficiency and compliance with applicable laws, rules and regulations.
Regularly reviews and ensures compliance with the Butte-Silver Bow Health Department's mission and vision statement.
Assesses community public health needs, develops and implements supportive health services and programs to fit those needs.
Attends meetings, trainings, and conferences as directed.
Interprets, designs and enforces public health codes, standards, practices and procedures.
Monitors the programs of the Health Department.
Assists in seeking and administering program grants.
Assists in providing RFP's for programs when requested.
Assists with contract management for various programs.
Promotes community interest in and understanding of public health programs and services.
Works cooperatively with health care providers to protect the public's health.
Prepares reports, issues statements, and works with the budget and finance office as requested.
Designs, implements and participates in department training as well as public education programs and services.
Supports public health accreditation through engagement in performance management, quality improvement, strategic planning, and workforce development.
Assists the Health Officer and the health department budget personnel with budget estimates during the budgeting period, also assisting with performance budgets.
Assists the Health Officer with financial oversite of health department programs for successful operations.
Identifies chronic and serious disciplinary concerns to the Health Officer and works with the Health Officer to resolve issues.
Assists in the recruitment of new staff, design and implement personnel corrective action plans, monitors and appraise job results, conducts training, implements, and enforces organization standards and disciplinary actions as appropriate.
Works with all health department leadership, staff, and stakeholders to implement and evaluate PHAB accreditation requirements, activities, and plans.
Works with all health department staff on various quality improvement projects.
Works with all health department employees to guide and oversee the performance management system.
Works with staff and community partners to develop and implement community -wide health promotion and disease prevention activities.
Performs other duties as assigned.
Qualifications
Required Education, Experience, and Training
Graduation from a college or university of recognized standing with a master's degree in Public Health, Public Administration, or closely related field; or
Considerable experience in health administration including supervisory experience.
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Knowledge, Skills and Abilities
Excellent verbal and written communication skills
Excellent organizing and coordination skills.
Skills in delegating and empowering the staff and being a mentor/coach.
Excellent leadership skills.
Comprehensive knowledge of video communication technology (WebEx, Zoom, Microsoft Teams, etc.).
Extensive knowledge of the use of Microsoft Office Suite.
Ability to work both independently with a high level of autonomy and within a team environment to accomplish objectives in timely manner.
Ability to use logical and creative thought processes to analyze problems and develop solutions.
Ability to quickly learn and use new skills and knowledge brought about by rapidly changing information and/or technology.
Required Special Qualifications
Must possess a current Montana Driver's license or have the ability to obtain one within a reasonable period of time after employment.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance:
"2.08.010 Residence during employment.
From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow.
(Ord. 85 § 1, 1979)"
