Summary Objective

The purpose of this position is to assist the Chief Financial Officer (CFO) in the planning and organizing of the Financial Services Department and manage the daily operations of the Accounting and Treasury Division which includes Accounting, Payroll, Accounts Payables, and Billing (Utility, Business License Tax, Fire Inspection).

This class works independently, under limited supervision of the CFO, reporting major activities through periodic meetings.ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

  • Manages the annual external audit and the development of the Annual Comprehensive Financial Report.

  • Directs the functions of accounting, payroll, revenue collections, disbursements, funds investment, performance audit, along with the associated financial and accounting software.

  • Develops and recommends new systems and procedures relating to accounting and treasury activities. Evaluates processes and procedures for proper segregation of duties and adherence to best practices.

  • Assists the CFO with debt and investment management, budget development, strategic and long-range financial analysis and planning.

  • Assists in the development of long-range plans, goals, and objectives for the Department.

  • Maintains compliance with City policies, internal controls, GASB rules, GAAP and general best practices in financial management. Conducts internal audits of any financial functions as necessary.

  • Compiles detailed financial data from a variety of sources for periodic financial and other reports as requested to the County, State agencies, and others as required; prepares Census data, continuing disclosure reports, and other annual reports as necessary.

  • Assumes managerial responsibilities of the department in the absence of the CFO.

  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor's Degree in Accounting, Finance or related major.

  • Seven (7) years of experience in accounting, finance or related field or an equivalent combination of education, training and experience.

  • Four (4) years of supervisory experience

  • Must possess and maintain a valid state driver's license with an acceptable driving history.

PREFERRED EDUCATION AND EXPERIENCE:

  • Master's degree.

  • Minimum two years' experience collaborating on total budget development, including revenue projections, operating expenditures, and capital improvement planning.

  • Minimum two years' experience procurement management experience, including providing guidance to department leaders, troubleshooting, and exercising judgement in procurement decisions and exceptions.

  • Public Sector accounting experience.

  • One of the following Certifications and Licenses:

  • CPA License

  • Certified Public Finance Officer (CPFO)

  • Certified Government Finance Officer (CGFO)

  • Certified Government Financial Manager (CGFM)

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of governmental accounting principles and practices, fiscal management, financial reporting, local ordinances and resolutions, State statutes, and internal control procedures.

  • Skill in developing and implementing long-range plans to meet the needs of the City.

  • Skill in communication, supervision, accounting and financial analysis, and the operation of related computer software applications.

  • Ability to design and install accounting systems, analyzes financial data, and prepares technical and complex financial reports.

  • Ability to plan and supervise the work of others.

  • Ability to deal effectively with the general public, City officials, and other city employees. Ability to use computers for data entry, word processing, and accounting purposes.

  • Ability to maintain GFOA Certificate of Achievement in Financial Reporting Award and Distinguished budget award.

  • Ability to complete FEMA/ NIMS ICS training.

  • Ability to establish and maintain effective working relationships with City officials, vendors, and the general public.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

WORK ENVIRONMENT:

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • None.

WORK HOURS:

Monday - Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
