This position has significant financial responsibility in administering multiple State financial aid programs including, but not limited to, the North Star Promise Program, Minnesota Childcare Grant, Minnesota GI Bill, American Indian Scholars Program, and Minnesota Indian Scholarship. Determining eligibility involves integrating data from multiple sources and then properly applying regulations, guidance and complex calculations and is unique to each of these programs.

Work with the Associate Director administering the University's Satisfactory Academic Progress (SAP) Policy requires the use of professional judgment in order to determine student eligibility. All of these factors combine to create the potential for significant financial risk to the University.

Responsibilities

Program Processing and Regulations

Administer and oversee State aid programs including but not limited to the North Star Promise Program, Minnesota Post-secondary Child Care Grant Program, Minnesota GI Bill Program, Minnesota American Indian Scholars Program, and Minnesota Indian Scholarship Program. Ensure that students are informed of the availability of these funding sources, applications are reviewed and processed in a timely manner, and the programs operate within the appropriate rules and regulations.

This requires participation in the development and evaluation of office policies and procedures. It also requires continuous attention to changes in federal, state and system regulations to ensure institutional compliance.

Application Review and Verification

Perform essential functions such as the review of student aid files and the resolution of discrepancies between reported information and the supporting documentation (verification), award packaging, award adjustments, and budget adjustments using professional judgment. This requires continuous review of applicable federal and state laws and regulations as well as System and University policies and procedures.

Financial Aid Counseling

Provide information, advice and counsel to prospective and continuing students, parents, high school counselors, and other clientele regarding financial aid programs, procedures, eligibility, costs, regulations, and debt management. Knowledge of policies and procedures for related areas such as Admissions, Records & Registration, Student Accounts, and Academic Advising must be integrated into this work. This responsibility includes making presentations to groups both on and off campus.

Satisfactory Academic Progress

Administer the institution's financial aid satisfactory academic progress policy as well as serve as the primary contact person for individuals seeking information or submitting appeals so that this policy is in full compliance with federal, state, System, and institutional regulations. Ensure that all students who submit appeals are reviewed and responded to in an effective, consistent, and timely manner. Coordinate this work with the Academic Appeals and Probation Office.

Other Duties

Lead or assist with other duties as assigned in order to ensure students receive outstanding service and financial aid programs are administered according to all federal, state, system and institutional regulations.

Required Qualifications

  • Master's degree plus one year of professional experience in student aid administration, admissions, counseling, or relevant administrative work OR Bachelor's degree plus two years of professional experience in student aid administration, admissions, counseling, or relevant administrative work

  • Computer software skills sufficient to administer financial aid programs

  • Ability to deliver high quality customer service while integrating knowledge and information from multiple interrelated sources

  • Evidence of demonstrated ability to work with persons from culturally diverse backgrounds.

Preferred Qualifications

  • Direct work experience within Financial Aid

  • Experience with various government financial aid databases, such as, but not limited to, FAA access, NSLDS, and COD Expert knowledge of federal financial aid regulations

  • Intermediate knowledge of federal financial aid regulations

  • Intermediate in the use of the MinnState ISRS Financial Aid module.
