ORGANIZATIONAL SUMMARY:

The University Treasury Department manages the $900 million University investment portfolio, pursuant to the BOT Investment Policy. The investment portfolio provides essential liquid funds to support the University's $2 billion of annual payroll, operations and capital projects cash flows.

The Treasurer prudently manages investment portfolio risk and provides for appropriate investment returns, develops new investment programs, provides oversight to the $1.9 billion USF combined investment portfolio, and manages relationships with the members of the USF Investment Committee, investment managers and the University investment consultant. The USF Treasury Department manages the $575 million University debt portfolio and the $50 million derivatives portfolio, pursuant to the BOT Debt Management Policy and USF Derivatives Policy. As Executive Director, the Treasurer manages the $550 million USF Financing Corporation and USF Property Corporation.

The Department is responsible for assessing University debt capacity and credit risks, $50 million of annual debt service payments, and complex compliance requirements with IRS, SEC and legal bank and bond agreements. The Treasury Department structures and finances new debt programs and manages relationships with USF Financing and Property Corporation Boards of Directors, Moody's and Standard & Poor's credit rating agencies, bond counsel, financial advisors, banks and underwriters. The Treasury Department also develops and maintains compliance with USF finance policies, oversees the DSO financial performance and reporting requirements, and oversees the USF Auxiliary Services department.

POSITION SUMMARY:

The Assistant Director of Finance contributes to the planning, development, implementation, and management of all aspects of the investment and debt programs of the University. The Assistant Director

also provides key support for developing and managing new capital projects.

RESPONSIBILITIES:

Contribute to an Effective Control Environment and provide support for the USF Treasury Department's complex compliance programs and the related significant financial and reputational risks for $550 million of University and USF Financing Corporation bond agreements.

This responsibility includes preparing reports and ensuring compliance with requirements of the IRS, SEC, Moody's and Standard & Poor's, bond/loan covenants (e.g. Events of Default), BOT Debt Management Policy, BOG Debt Management Guidelines and Florida Statutes. Develop/recommend and manage compliance-related policies / procedures, including a comprehensive and highly organized records retention program.

Provide key support for financing transactions as a member of the financing team. Assist in the development of financial projects, meeting materials and additional documentation to assess and support financing transactions. Collaborate with University auxiliaries and DSOs to ensure accurate revenue and expense assumptions.

Assist the Treasurer / Executive Director in preparing communications and presentations to Moody's and Standard & Poor's, the USF Financing Corporation Board of Directors, the Board of Trustees and the Board of Governors. Develop key sections of SEC Official Statements.

Assist in the management of new capital projects. Develop controls to monitor progress.

Review agreements, change orders and payments requests and track capital project expenditures. Monitor project fund balances and reconcile against project budgets. Report on performance of operations supporting new capital project financing.

In coordination with the Treasurer, support the University's $900 million investment portfolio with materials for the quarterly USF Investment Committee meetings, monitoring liquidity for USF's $2.0 billion in annual expenditures, preparing analyses for investment decisions, ensuring compliance with BOT Investment Policy, preparing quarterly reports on the $1.9 billion 10 USF investment portfolios.

Assist with providing oversight and management of all other areas of the Department, including:

  • Ensuring timely debt and swap payments of $50 million, collection of $80 million in annual revenue from USF auxiliaries, and collaboration with University auxiliaries and DSOs on budgeting, forecasting, maintenance of reserves and financial reporting.

  • Contributing to goal setting and budget development for the Department, and the recruitment, management, training, and development of Treasury staff.

  • Management of the USF Aircraft program, including budgeting, payments, use, and compliance.

Performs other duties as assigned.

POSITION QUALIFICATIONS:

MINIMUM:

Bachelor's degree and a minimum of six (6) years of related experience.

PREFERRED:

MBA; Experience in higher education finance; Strong analytical and problem solving skills; high attention to detail and accuracy; Excellent verbal and written communication skills; Highly skilled in Microsoft programs including Excel, Word, Outlook and PowerPoint; Strong interpersonal skills, ability to work independently and with a team.
