REPORTS TO: Executive Director of Career & Technical Education

NON-ACADEMIC

OVERVIEW:

The BPS Career and Technical Education Department provides technical support to BPS schools that offer Career and Technical Education (CTE) pathways including CH 74, Non-CH 74, Innovation Career Pathways and district models of career-connected learning. The Assistant Director provides leadership for planning and implementing high quality pathways by collaborating with internal and external stakeholders to develop the needed resources to ensure equitable student outcomes. Acting as the liaison between BPS central office and CTE educators, the Assistant Director will work with BPS schools to provide the support to maintain compliance with Perkins regulations as well as other state or federal requirements for CTE designation. The Assistant Director also supports strategic district initiatives such as MyCAP implementation and expansion of dual enrollment/ advanced coursework within CTE programming. The individual leading this position must have a strong commitment to creating equitable access to pathways and eliminating disparities in access and achievement.

RESPONSIBILITIES:

General:

  • Support CTE programs through planning and implementation processes, which includes but are not limited to career pathway expansion, programs of study, and new program approval processes.

  • Identify and coordinate the development of rigorous curriculum within career pathways that lead to industry credentialing for CTE students

  • Actively participate as the CTE liaison on a variety of committees as an educational leader for BPS CTE.

  • Advise students and families seeking admissions to vocational education programs out of district; evaluate and process chapter 74 vocational technical education nonresident tuition requests as identified by state and federal law

  • Build and maintain post-secondary partnerships to develop articulated opportunities for students that are aligned with program curriculum.

  • Build and maintain industry partnerships to develop work-based learning opportunities for students and program advisory committees that are aligned with program curriculum.

  • Help to improve the recruitment and enrollment processes, communications, and monitoring of the size and scope of CTE programs across the district

  • Develop, facilitate and coordinate professional learning activities for educators to achieve equitable student outcomes

  • Assess CTE programs and make recommendations concerning changes in such programs aligned with labor market demand, student interest, CTE curriculum frameworks, and funding.

  • Collaborate with various district teams including specialized services and office of multilingual and multicultural education to align to district goals around inclusion and student transitions.

  • Oversee annual CTE month in BPS and serve as the CTE liaison to the district-wide College, Career & STEM Fair

  • Other general duties as assigned by the Executive Director of Career and Technical Education.

Grant & Financial Management:

  • Assure compliance with MA Department of Elementary and Secondary Education, Office of Career/Vocational Technical Education guidelines.

  • Provide analysis and disseminate annual Perkins data to CTE educators and administrators, as appropriate, in the school.

  • Assist with the development of the annual application and strategic improvement plan to obtain the Perkins grant

  • Manage and participate in the development and administration of the CTE programs annual budgets, monitor and approve expenditures for contracts, equipment, supplies and materials.

  • Identify available funding sources and prepare applications for grants in support of CTE activities.

  • Prepare and submit required CTE reports to MA Department of Elementary and Secondary Education including the One Year Graduate survey

Supervision and Evaluation:

  • Direct core services provided by CTE Pathways Directors across schools

  • Collaborate with the Perkins Assistant to ensure school-level understanding of the requirements of Perkins programming and provide onsite support to schools to meet requirements.

Required Qualifications:

  • Masters Degree

  • Familiar with state and federal requirements for Career and Technical Education including at least five (5) years teaching/administrative experience in a vocational setting with demonstrated impact on student outcomes

  • Knowledge of best practices in the development of high quality college and career pathways programs for secondary students, including dual enrollment

  • Experience working with career pathway staff or programming

  • Commitment to equity, diversity, and inclusion in education, focusing on addressing all students' needs

  • Demonstrated experience with project management, including managing multiple projects and meeting tight deadlines to successfully achieve goals

  • Strong analytical, problem solving, and writing skills with attention to detail

  • Ability to initiate and maintain cooperative working relationships

  • Skilled in using data-driven decision-making.

  • Able to work independently, employing impeccable judgment, discretion, and integrity.

  • Proficiency in Microsoft Office products, including Word, Excel, as well as Google applications

Preferred Qualifications:

  • Holds MA Vocational Administrator Licensure or able to be licensed

  • Demonstrated experience creating and facilitating high school, industry, college, and/or community partnerships

TERMS: Managerial, Tier C. This position subject to the City of Boston residency requirement.
