The Leased Housing Department is seeking an Assistant Director to assist with the management of Brooklyn Client Services' daily operation. Under the direction of the Director, the Assistant Director for Brooklyn Client Services will help support the Application, Housing Navigation and Brooklyn Client Services Correspondence Units. The Application Unit is responsible for managing the Section 8 waitlist and determining an applicant's eligibility for the Housing Choice Voucher (HCV) program, VASH, and other special programs.

The Housing Navigation Unit is responsible for assisting voucher holders, who have been searching for sixty (60) or more days, with locating safe and suitable apartments and the Correspondence unit is responsible for composing correspondence letters and responding to inquiries from the public addressed to NYCHA, the Chair's Office, the Vice President of Leased Housing, and the Intergovernmental Unit.

Specific duties and responsibilities include, but are not limited to, the following:

  • Assist with the management and oversight of Brooklyn Client Services' Application, Housing Navigation and Correspondence Units located in Brooklyn, Manhattan and the Bronx.

  • Perform data analysis to assess productivity and identify trends. This will include running Siebel queries and compiling reports on a regular basis.

  • Address escalated cases by coordinating with staff, case managers, property owners, and stakeholders.

  • Oversee a variety of staff activities including hiring, performance evaluations, training, and disciplinary actions. This includes, conducting meetings with staff to review assignments and goals, and coach and mentor staff.

  • Ensure eligibility is accurately processed to meet Section 8 Management Assessment Program (SEMAP) standards.

  • Review quality control reports and implement necessary corrective action plans (PIC fatal errors and SEMAP Indicators)

  • Participate in the development and implementation of departmental goals, objectives, policies, and procedures.

  • Interface with various city agencies and cross-functional units within NYCHA to ensure timely services are provided to stakeholders, applicants, and tenants.

  • Troubleshoot operational issues and propose alternatives.

  • Liaise with NYCHA departments and other third parties to maximize service delivery to its customers.

  • Review reasonable accommodations requests with staff to ensure the department is meeting the needs of those requiring an accommodation.

  • Attend weekly meetings with program partners, key stakeholders and NYCHA executives.

  • Collaborate with the IT department to trouble shoot issues with the Siebel system and recommend enhancements.

  • Approve payment adjustments and recoupments.

  • Perform other duties as assigned.

Minimum Qualifications

1.A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2.A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

  • Knowledge of the Housing Choice Voucher Program and/or other subsidized housing programs
  • Excellent communication and customer service skills

  • Ability to communicate clearly and concisely, both verbally and in writing

  • Strong analytical skills

  • Ability to work independently.

  • Understanding of the Siebel System

  • Excellent detail orientation and follow up skills.

  • Ability to establish and maintain effective working relationships with peers, superiors, applicants/tenants, community service agencies, and the public.

  • Ability to manage multiple priorities in a fast-paced environment.
