Founded as a result of the federal Older Americans Act, the AAAs are mandated to "facilitate the area-wide development and implementation of a comprehensive, coordinated system for providing long-term care in home and community-based settings, in a manner responsive to the needs and preferences of older individuals and their family caregivers." PCA carries out this mission through advocacy, stewardship of public funding, planning, development and administration of programs, and service coordination.

Description of Role: Reporting to the Director of Long-Term Care OPTIONS, the Assistant Director is responsible for the supervision and administrative oversight of assigned supervisors and care management staff in the department. This position also participates in the overall management, planning, policy/ procedure development, and continuous quality improvement of the OPTIONS department. Oversight, leadership, planning, development, and coordination may include the Veteran Directed Care (VDC) program, Meals Only program, Case Assignment process, HealthShare Exchange (HSX), and Healthy IDEAS as well as new program initiatives in the department.

Required Education: Bachelor's degree or equivalent certification required. Master of Arts/or Science preferred.

Required Experience: Minimum of five years' experience in supervision, program development, or administration of social service programs preferable in the field of aging.

Job Responsibilities:

a. Department Leadership: - Under the direction of the Director of Long-Term Care OPTIONS, carries out all activities as assigned to meet the mission and objectives of the department, including planning, development, implementation, and evaluation.

  • Leads and/or participates in development and management of new projects and programs.

  • Collaborates with internal and external stakeholders to address service issues or procedures.

  • Serves as a backup for the department supervisory staff as needed, responding to questions and problems from providers, participants, and care management staff.

  • Contributes to upholding a strong, supportive team culture.

b. Staff Management:

  • Assists in organizing and coordinating the work of direct service, technical, and support personnel in meeting the community based long term care needs of older adults through the OPTIONS program and VDC program. Supervises care manager supervisors and assigned staff, assisting with complex problem-solving and program oversight.

  • Handles personnel functions including assistance with hiring in conjunction with Human Resources, coaching, and performance management process as needed.

  • Manages the training and in-service programs. Works with the department supervisory staff to identify training needs for staff in the areas of aging, health care, and social service delivery and develops or arranges for training. Develops training materials, tools, and resources as needed by staff in collaboration with PCA's training team.

c. Data, Compliance, Performance Improvement:

  • Utilizes data system reports to oversee assigned programs' adherence including weekly case assignments, documentation completion, contact requirements, and data timeliness and completion requirements. Ensures compliance with applicable state standards and regulations as well as PCA policies and procedures.

  • Participates in regional meetings and education webinars to stay abreast of programmatic changes.

  • Meets required reporting requirements; engages in continuous quality improvement.

d. Performs other duties as assigned.

Job Requirements:

  • Knowledge of Care/Case Management and practices.

  • Knowledge of the Department of Aging related regulations and funding streams.

  • Demonstrated track record managing programs in aging sector.

  • Experience managing people with demonstrated track record of successfully leading teams including through times of transformational change.

  • Experience with data analysis and performance improvement.

  • High energy level; able to manage a variety of projects simultaneously.

  • Exceptional interpersonal and communication skills.

  • Well organized with strong time management skills.

  • Strong leadership skills including decision-making, problem solving, conflict resolution and judgment skills.

  • Current valid driver's license and insurance.
