General Statement of Duties
Reporting to the assistant vice president for human resources and equal opportunity (HR/EO), this position will serve as the principal human resources officer managing all labor and employee relations functions for staff, as well as all Title IX compliance. This individual will lead and manage all processes associated with proactive positive labor-management relations, conflict and grievance resolution.
Duties and Responsibilities
Labor Relations: 1. (E) Responsible for leading all administrative actions necessary to comply with four (4) separate collective bargaining agreements 2. (E) Interacts or directs the work of others within human resources and other administrative units of the university in all aspects of the relationships with each of the bargaining units on campus 3. (E) Works to develop and sustain effective relationships with officers and leadership from the unions on campus 4. (E) Works proactively to develop education and awareness programs to support University administrative staff responsible for supervising unionized employees or responsible for work needed to maintain collective bargaining and MGL 150E compliance 5. (E) Responsible for the management and coordination of all union complaints and grievances. Works closely with the AVP HR/EO and other senior university leadership as well as legal counsel in the administration of grievances to final step or resolution 6. (E) Works closely with staff from the university's legal counsel and the Department of Higher Education as well as other state agencies to remain current on all matters pertaining to collective bargaining as those affect the State University system and Salem State University specifically 7. (E) Provides data and information to all campus based and other state or regulatory officials or agencies as needed in response to compliance or bargaining concerns8. (E) May participate in collective bargaining including impact bargaining as needed 9. (E) This person will collaborate with the training and development coordinator on the offering of educational and informational programs on issues related to collective bargaining, emerging concerns from a labor and employment law perspective, and dealing the adoption of strong, proactive and positive labor and employee relations
Title IX:1. (E) Oversees regulatory compliance with Title IX including the Equal Opportunity, Diversity and Affirmative Action Plan2. (E) Oversees the receipt, investigation and resolution of complaints of sexual violence, sexual and gender-based harassment, domestic and dating violence, stalking and retaliation by employees, students and others protected under state/federal laws/regulations and/or the university EO Plan3. (E) Develop and implement long-term goals for programming, services, education, and assessment of Title IX compliance efforts4. (E) Maintain current knowledge of the laws, policies, procedures and best practices with regard to sexual violence, sexual and gender-based harassment, domestic and dating violence, stalking and retaliation; attending trainings, workshops, conferences to augment knowledge
Employee Relations:1. (E) Supports effective functioning of client areas by serving as a resource and trainer in all matters of Labor and Employee Relations and Title IX2. (E) Provides guidance and advice as needed to client units in the conduct of employee performance and annual performance evaluations 3. (E) Responsible for keeping the AVP of HR/EO updated on all matters of importance pertaining to client units4. (E) Follows internal HR guidelines to escalate specific employee or business issues within a client unit for further resolution or follow-up
5. (E) Serves as a member of the Bias Response Team while working closely with the Office of Inclusive Excellence
Bachelor's degree in human resources, labor relations or an equivalent advanced degree in a closely related field Demonstrated experience in human resources including supervisory experience with demonstrated expertise in both labor and employee relations as well as experience investigating complaints of discrimination, and discriminatory harassment and retaliation, and prior experience writing formal reports/memos related to investigation findings, disciplinary actions, or related activities Strong interpersonal skills, relationship management capabilities, and deep knowledge of labor contract administration Strong at building and establishing proactive employee relations programs/cultures and the ability to advise client areas regarding a wide variety of human resources issues. Thorough knowledge of the federal and state regulations governing human resources functions Extensive experience conducting investigations related to alleged discrimination and harassment, analyzing and evaluating information, and formulating conclusions in accordance with evidence and applicable laws and policies Demonstrated high standards of integrity and confidentiality Must be able to use personal computers and associated software including, but not limited to, Microsoft Word, Microsoft Access and Excel
Juris Doctorate strongly preferred, or master of science degree with a concentration in labor relations, employee relations, human resource administration or similar field At least three years of professional experience in labor relations, employee relations, or human resources administration Demonstrated experience in contract administration and impact bargaining Demonstrated knowledge of Title IX, VAWA , Clery Act, FERPA , and other federal statutes important to higher education Experience in developing training programs and in delivery of training appropriate for different audiences: students, faculty, staff, administrators, Board members, etc. on labor and employee relations, Title IX and related subjects Strong analytical skills and the ability to think strategically Proven communication skills both verbally and in writing, strong conflict resolution capabilities, and exceptional attention to detail and follow-through Must be able to work well within a culturally diverse environment with the ability to handle all situations with diplomacy, tact, and confidentiality
