The purpose of this position is to serve as a senior-level staff member responsible for assisting the Human Resource Director in the operations of HR. The Assistant Director works to develop and implement policies and programs to ensure the highest quality of service. The Assistant Director will administer all aspects of the University's Talent Acquisition/Recruitment program and oversee HR information systems.
Essential Job Duties
ESSENTIAL JOB DUTIES RELATING TO HUMAN RESOURCES OPERATIONS:
1.Serve as a faculty, staff, and department liaison regarding the University's talent acquisition process. Coordinate and post vacant positions in the University's online applicant tracking/recruiting system. Advertise vacant positions in appropriate media. Ensure timely payment of related expenses;
2.Work to ensure that the University's employment services comply with applicable federal and state statutes, including but not limited to Fair Labor Standards Act (FLSA), Affordable Care Act (ACA), Title IX, Equal Employment Opportunity (EEO), Americans with Disabilities Act (ADA), and child labor laws;
3.Administer the staff performance appraisal process and provide ongoing training and support to employees, supervisors, VPs, and Department Chairs. Compile reports related to performance reviews;
4.Plan, design, develop, configure, test, document, maintain, and administer Human Resources systems and applications to ensure effective business processes; provide support and post-production support/maintenance; Design, optimize and automate HR processes by identifying and analyzing current practices to make recommendations for process improvements;
5.Create and update manuals, training materials, and related documents; train departmental users; maintain Electronic Personnel Action Form (EPAF) approval queues in the Banner HR/Payroll system; interact with faculty, staff, department heads and administrators in response Personnel Action Forms, and other applicable policies, procedures, and practices;
6.Supervise HR staff, including assigning duties, approving time off, preparing evaluations, approving timesheets, and handling disciplinary issues;
7.Understand position management and classification;
8.Prepare salary queries and reports in Banner HR/Payroll, Argos and Excel; assist Director with various projects and documents, including pay plan development and reference guides;
9.Assist with the annual salary administration process for faculty and staff, including report preparation, CUPA/OES salary comparisons, Banner updates, and salary change notifications to faculty and staff;
Conduct research and analyze data on assigned projects; Assist with Banner testing and advise and recommend changes in technology which will enhance HR's ability to be an effective consultant and strategic partner;
Assist with the preparation and delivery of training and development;
Assist in preparing and monitoring the departmental budget and unit plans as requested;
Assist with maintaining the departmental website; serve on various University committees; ensure confidentiality of employee information.

Education and Experience
The educational requirement for this position is: Bachelor's degree in a related field; Master's degree preferred.

The experience requirement for this position is five years of progressively increased autonomous responsibility in human resource management. Experience in a higher education system is highly preferred.
