Description of Job


This position reports to the Director of Human Resources and is responsible for managing and administering the human resource functions of the college through the supervision of employees in the areas of classification, recruitment, selection, onboarding, FLSA and Banner maintenance. In addition, this position provides lead work over benefit administration and new employee orientation. The Assistant Director provides input to the HR Director on decisions impacting the direction of the department procedures and participates in the design and implementation of new college procedures to ensure compliance with system, state and federal policies, and to enhance the organizational effectiveness of the Human Resources Department and Community College of Denver (CCD). This position manages the unemployment functions of the organization; and will assist in investigations of civil rights complaints.


Primary duties include:

  • Providing employee relations and risk management consultative services for performance management and organizational development, to supervisors and employees through the use of alternative dispute resolution, consultation, mediation, and facilitation;

  • Supervising HR employees who process employee records, benefits and payroll; assisting HR Director with Civil Rights / Title IX investigations and personnel concerns;

  • Monitoring and reviewing all performance plans and evaluations to ensure 100% compliance; collaborating with Budget and the HR Director to track and maintain records regarding workforce administration, including salaries and position control, and communicating any changes as applicable;

  • Assist in planning, developing, and implementing training and professional development opportunities for college employees; and

  • Reviewing all Personal Services Agreements for CCD, in collaboration with the HR Director, to ensure state and agency requirements are met.

Additionally the Assistant Director will be tasked with compliance in all HR related areas to ensure that CCD operates according to institutional and Colorado Community College System policies and procedures, and local, state, and federal laws; and will participate in other duties as assigned, including college and CCCS committees, meetings, and trainings relevant to this position.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights



  • Bachelor's degree in human resource management, human relations, organizational development, or a related field.


  • Five (5) years of progressively responsible Human Resource experience. Three (3) years of this experience must have included supervision of professional staff, interpreting rules, performing classification and selection activities, employee relations, and training and development.


  • The successful candidate will have the ability to manage and analyze multiple priorities and activities as well as the ability to organize and plan for long and short-term projects. Must demonstrate excellent interpersonal skills and the ability to work collaboratively with people of diverse viewpoints. Requires strong oral and written communication skills and the ability to problem solve and mediate conflicts effectively. Proficiency with Microsoft Office Applications.





  • Master's degree in Human Resource Management, Human Relations, Organizational Development, or related field.


  • Experience with Banner.

  • Experience with Civil Rights/Title IX investigations.

  • Experience managing payroll functions.

  • Experience with Personal Services contracts.

  • Experience with data analytics for HR functions.

  • Experience with facilitating difficult discussions.
