JOB SUMMARY:

Support the Director in the strategic management of the Human Resources department. Assistant Director should have HR generalist knowledge and have experience in the areas of recruitment and employee engagement, employee and labor relations, performance management, compensation and classification, and training and development for Fort Bend County's growing employee base. The Assistant Director of Human Resources is required to exercise considerable independent judgment in administering programs and assisting with oversight of the department. Maintains compliance in accordance with County policies, state and federal laws.

SUPERVISORY RESPONSIBILITIES:

Oversee the recruitment, selection, assignment, supervision, and evaluation of departmental personnel within Human Resources directly or through direct reports

Supervise and manage the Human Resources division staff, directly or through direct reports

Responsibilities

  • Provides oversight, guidance and direction to Human Resource team to effectively deliver HR services to employees and management

  • Partner with Talent Acquisition team to manage hiring and selection activities such as organizational branding, enhancement of existing job specifications, candidate selection and onboarding.

  • Oversees and resolves complex employee relations issues. Provides oversight and performance management guidance to leaders regarding coaching, career development, investigations, and conflict management issues. Consults with and advises on corrective action and policy issues to ensure consistency of all HR actions.

  • Develop, implement, and maintain an advancement-specific employee training and onboarding curriculum.

  • Supports a climate of inclusion and belonging for employees

  • Acts as a liaison with elected officials and department heads regarding compensation and classification by working closely with Budget Office and other County stakeholders.

  • Train, supervise, and evaluate the performance of assigned staff; facilitate the process of interview, transfers, reassignment, termination, and disciplinary actions.

  • Strategically develop, implement and continuously improve Human Resource programs and procedures to ensure compliance with federal, state, and local regulations.

  • Assesses organizational and leadership effectiveness and drives the development and adoption of systems, processes, tools, and plans to strengthen leadership at all levels of the organization.

  • Assist in analyzing data to identify trends, training needs, supervisory support, and employee engagement

  • Provides executive coaching and counseling to directors.

  • Implements and manages the succession planning program.

  • Maintains knowledge of industry trends and employment legislation, and ensures compliance with federal, state, and local laws and regulations

  • Generates complex personnel reports to assist with informing business decisions

  • Oversee Human Resource operation in the absence of the Director of Human Resources/CHRO.

  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Qualifications

  • Bachelor's Degree in Human Resources, Organizational Development, Business Administration or related field. Master's Degree preferred

  • Five (5) or more years of experience in progressive human resources roles; including one (1) year in the management/supervisory capacity.

  • PHR (Professional Human Resources) or SPHR (Senior Professional Human Resources) certifications preferred.

  • In depth knowledge of employment laws and regulations.

  • Demonstrated knowledge in project management, including workforce planning, and time management

  • Proficient in Microsoft suite

  • Excellent interpersonal skills and the ability to deal effectively with the public, other employees, and elected officials.

  • Demonstrated commitment to diversity, equity, and inclusion.

  • Demonstrated ability to drive organizational culture and build/manage high performing teams.

  • Comfortability providing counsel to, interfacing with, and obtaining feedback from a diverse range of stakeholders, including at the executive level.

  • Ability to work in a highly collaborative environment

COMPENSATION AND BENEFITS:

Compensation will be dependent upon experience and education. Fort Bend County offers a comprehensive benefits package which includes medical, dental, vision, Section 125 Flex Spending account, and longevity pay. Fort Bend County 's retirement includes participation in the Texas County & District Retirement System (TCDRS) and a 457 (b) plan for employee deferrals. The County matches 2:1at retirement. TCDRS members are eligible for retirement upon meeting specific criteria.
