Center for New Americans Description

InterFaith Works' Center for New Americans (CNA) started in 1992, resettling newly arriving refugees from areas of the world where war, conflict, and political repression have forced mass relocation of people across the borders of their homeland. Refugees are annually certified by the United Nations, and accepted by the US government, then settled in nearly 200 cities across the county, Syracuse being one of these. The CNA resettlement program provides support for the first 90-days which begins with meeting the refugee/family at the airport, delivering them to a pre-secured, furnished and affordable apartment, providing immediate spending cash, food, and basic safety information. The program then prepares a comprehensive resettlement plan which includes preparation for and securing employment, completion of an extended cultural orientation program, assisting the refugee/family to enroll in school to learn English, and facilitating connections to medical services. Additional CNA service programs which extend from three to five years beyond the initial resettlement period include the provision of ongoing, specialized, and intensive case management services, mental health and family wellness services, health literacy and education, employment assistance, citizenship preparation classes, immigration support, emergency assistance programs, and the facilitation of guided referrals to relevant community resources.

Position Summary:

The Assistant Director for Health & Integration Services provides oversight and administrative support to the Director for all the programmatic services provided in this department. Key activities for this position include supervision, staff training, budgeting, financial oversight, data tracking and reporting to Health & Integration Services funding sources. This position is responsible for oversight of the Office of Refugee Resettlement Preferred Communities Intensive Case Management program (PC ICM), which is administered by Episcopal Migration Ministries. The program serves individuals (refugees and other ORR-eligible populations) who require specialized services based on demonstrated vulnerabilities due to physical, mental health, or social needs that adversely affect the client's ability to access services independently in their new environment. Additionally, this position oversees the coordination of medically complex cases, in conjunction with the Medical Services Coordinator, and conducts ongoing community outreach. The Assistant Director reports to the Director of Health & Integration Services.

Qualifications:

  • Bachelor's Degree and at least 3 years' experience working in human services, nonprofit program management or a related field. Master's Degree in Social Work, Public Health or Public Administration preferred.

  • Demonstrated program management and leadership experience

  • Excellent time management skills and ability to multi-task and prioritize work; attention to detail and problem-solving skills; and strong organizational and planning skills.

  • Excellent written and verbal communication skills.

  • Bilingual or multilingual capability beneficial and experience in a multi-cultural setting preferred.

  • Ability to work collegially with other staff, interns, volunteers and outside community members.

  • Knowledge of office management systems and procedures and proficiency in MS Suite and database use.

  • A valid NY State driver's license and reliable transportation is required.

  • Working conditions and physical demands required:

  • Ability to travel regularly throughout the service delivery area at least 40% of the time using reliable transportation, traversing streets, ascending/descending stairs, and exposed to outside weather conditions.

  • Remain in a stationary position at a workstation and use a computer approximately 60% of the time.

  • Ability to frequently sit for long periods attending meetings/training.

  • Ability to lift up to 30 lbs.

Essential Functions:

Preferred Communities Intensive Case Management (PC ICM) Program Oversight:

  • Manage and oversee the PC ICM program including serving as main point of contact and liaison with Episcopal Migration Ministries.

  • Carry a small caseload of mainstream PC ICM clients with complex medical, mental health, and social needs.

  • Supervise a diverse team of PC ICM staff members, interns, and volunteers.

  • Support PC ICM staff with direct service provision including client transportation coordination, grocery and donation delivery assistance, medical appointment logistical support, follow-up with community providers, and airport pickups as needed.

  • Ensure PC ICM program compliance and quality assurance through regular case file reviews, database reviews, and support with program monitorings.

  • Oversee internal and external program referral processes and the cross-training of other CNA staff and external providers.

  • Support the Director of Health & Integration Services and Capacity Building Coordinator with internal capacity building and program development including identifying professional development opportunities, relevant on-going trainings to enhance staff capacity, and other retention and capacity building strategies.

  • Prepare and conduct program onboarding and ongoing staff trainings highlighting program guidelines & expectations, case documentation, and best practices.

  • Conduct budgeting and fiscal oversight for the PC ICM program including all supplemental budgets.

  • Conduct monthly review and reconciliation of PC ICM team credit card statements and ensure submission of all financial documentation to the Finance Department as required.

  • Track program expenses to ensure compliance with program spending stipulations and guidelines.

Community Outreach and Stakeholder Engagement

  • Collaborate with the Director and PC ICM staff to engage local stakeholders to build capacity to better meet and serve the needs of refugee clients with complex needs.

  • Oversee development and dissemination of PC ICM program informational materials and brochures to prospective clients and service providers including community and ethnic based organizations.

  • Communicate with external service providers to build new partnerships, in collaboration with PC ICM team.

  • Oversee the identification of organizations, health systems, and providers that would benefit from National Standards for Culturally and Linguistically Appropriate Services (CLAS) training and informational materials to enhance services.

  • Conduct community-wide learning and training opportunities for community providers, community sponsors, and other relevant stakeholders, working with the PC ICM team.

  • Manage revision and dissemination of program information and guidebooks for volunteers, mentors, community sponsors, and providers.

  • Participate in monthly Refugee Health Steering Committee meetings and engagement sessions.

  • Facilitate regular communications with the State Refugee Coordinator and State Refugee Health Coordinator.

Data Tracking and Reporting

  • Manage the tracking, recording, and maintenance of programmatic and financial data including activities, client information, direct financial assistance, donations distributed, trainings administered, and volunteer/community partner information in various databases.

  • Ensure maintenance of program records in an organized and secure filing system and employ organizational standards for confidentiality pertaining to the personal and/or sensitive information of each client.

  • Provide written updates to the Development Department, Community Engagement staff and agency leadership regarding program activities and all other pertinent news for monthly Constant Contact articles, annual reports and other agency publications.

  • Communicate with National Affiliate, EMM, regarding PC ICM progress and other matters.

  • Participate in EMM PC ICM quarterly check-in calls, trainings, and webinars.

  • Facilitate and submit monthly and semi-annual program reports for submission.

Administrative Support Functions

  • Provide administrative oversight and support to the Immigration Services and Family Wellness programs as instructed by the Director.

  • Assist the Director in program design and in the crafting of grant proposals as requested.

  • In conjunction with the Director, oversee student interns from various educational institutions including Syracuse University, Onondaga Community College, Bryant & Stratton College, Le Moyne College, etc. and serve as a task supervisor for MSW and BSSW student interns, as needed.

  • Collaborate with other IFW staff, interns, and volunteers to improve client service across the agency.

  • Attend in-house trainings and informational conferences, as requested.

  • Participate in all staff meetings, case planning meetings, and meetings with external providers.

  • Serve on internal committees to promote general agency concerns and contribute to a positive office climate.

  • Participate in all-agency activities such as the ILAD, United We End Racism event, etc.

Community Relations

  • Participate in state and local taskforces and steering committees

  • Develop and maintain relationships with a myriad of service providers including the SCSD Refugee Assistance Program, Catholic Charities Resettlement Program, Refugee and Immigrant Self-Empowerment (RISE), the Onondaga County Health Department, the Northside Learning Center, contracted health care providers, and other providers of education and employment services.

  • Assist in advocating for and raising the visibility of the refugees in the Syracuse community.
