About the Job
The Assistant Director for Contracts and Compliance is an integral member of the International Health, Safety, and Compliance (IHSC) team, supporting and helping expand compliance initiatives in accordance with federal, state, and international laws, University policies and procedures, and education abroad best practices. The Assistant Director manages many of the IHSC partnerships with constituent offices within the University, focusing on facilitating international activities through the initiation and completion of appropriate contracts and agreements. The Assistant Director also leads many of the Global Programs and Strategy Alliance's (GPS Alliance's) compliance efforts.
Responsibilities:
Contracts and Constituent Services (60%)
Support and facilitate University contracting processes with international parties including the facilitation of international student mobility agreements generated by the colleges/units/campus in consultation with the GPS Alliance Dean's Office, the Office of the General Counsel (OGC), the Office of Risk Management and Insurance (ORM), and the Office of the Provost
Consult regularly with OGC regarding legal questions and work to obtain or negotiate legal approval of modifications to contract templates
Consult regularly with ORM regarding international risk and insurance questions
Consult regularly with the Associate Director of Export Controls and Research Security regarding the development of agreements with restricted entities or operating in countries under federal embargo
Manage the contract and renewal process for all education abroad office contracts and schedules to ensure the timely review, execution, and filing of contracts
Liaise with OGC to manage contract templates and guidance documents, including customized addenda for a wide variety of activities and programs
In conjunction with the Senior International Officer and OGC, educate University units on appropriate contracting policies and compliance procedures
Build relationships with internal and external University constituents by acting as a liaison for GPS Alliance, IHSC Team, and University colleges and departments
Consult regularly with and update GPS Alliance leadership on international contracts and trends
Monitor and evaluate current institutional agreements and contracts, including routine management and data cleaning of GPS Alliance database of agreements
Policy & Compliance Activity (30%)
Execute, in collaboration with the IHSC Director, the IHSC mission within the GPS Alliance across the University system and increase policy/legal compliance, including but not limited to travel registry of all University travelers, education abroad program leader training requirements, ITRAAC, insurance (liability and personal), external sales, personal data, and export controls.
Provide individualized advice and support to units, faculty/staff, and students to assure compliance with University policy and established best practices
Maintain extensive knowledge of the state, national and international laws that relate to the University's international efforts including Title IX, the Family Educational Rights to Privacy Act, the Clery Act, the MN Study Abroad Legislation, the U.S. Office of Foreign Asset Control, Export Controls, etc. Provide relevant content for IHSC website as appropriate
Assist the Director in maintaining and updating the U-Wide policy for Education Abroad including all attached procedural and informational supplements
Manage the education abroad incident database for use by all education abroad offices; coordinate required reporting on incidents relevant to the Clery Act, Title IX violations, MN Study Abroad Law, and Student Conduct Code violations
Assist the Director to manage the GPS Alliance's delegations of authority
Assist the Director in updating and occasionally presenting a comprehensive health and safety orientation for all international education program leaders
Manage compliance with and provide administrative support for the University's international travel registry
Serve Minnesota Global, Incorporated as Board Secretary
Support for managing and establishing foreign legal activity and ongoing compliance: MGI and USSA; Registrations in Italy and Spain.
Program Oversight and Management (10%)
Other Duties & Professional Development
Participate in other projects/tasks as part of a team effort to complete projects on schedule
Participate in ongoing dialogue with IHSC team members as to the progress of work assignments
Participate in GPS Alliance and University committees related to international risk management, compliance, and inbound and outbound international travel
Promote, support, and participate in international efforts with University units and appropriate professional associations
Assist the IHSC Director with reports and data management as requested
Other compliance-related duties as assigned
Qualifications
Required Qualifications:
BA/BS plus at least six years of experience in education abroad, higher education administration, contract management, compliance, or a combination of relevant professional experience.
Experience managing contracts and agreements
Preferred Qualifications:
International experience (either through working with international student programs or services or through international travel)
Ability to manage complex projects
Demonstrated ability to work with a wide variety of levels of staff across units/ departments throughout a complex organization

Pay and Benefits
Pay Range: $74,000- $82,000 annually, depending on education/qualifications/experience
