Assistant Director, Federal Strategy

We are seeking an Assistant Director, Federal Strategy who will report to the Assistant Vice President, Federal Strategy. The Assistant Director will track and be responsible for federal issues/trends of importance to the University and Health System, including higher education, research and health care policy.

This position is part of a team of professionals who together conduct federal government relations activities on behalf of the University and Johns Hopkins Medicine. As a registered federal lobbyist for the institution, the Assistant Director advocates for federal legislative and regulatory action to advance Johns Hopkins' mission of teaching, research and patient care. The Assistant Director conducts and initiates policy and political analysis of key issues, prepares issue briefs, and conveys institutional positions and activities to internal constituencies, Congress, the executive branch, and the public. The Assistant Director will be based in Washington, D.C., with frequent travel to Baltimore.

Specific Duties & Responsibilities

  • Develop and cultivate strategic connections between federal policymakers and staff in the legislative and executive branches and JHU/JHM experts to fulfill Johns Hopkins' mission to bring knowledge to the world.

  • Collaborate with Federal Strategy colleagues, faculty, and others to support new programming opportunities at the Hopkins Bloomberg Center that advance the institution's policy impact and reputation as a premier convener in D.C.

  • Initiate and conduct environmental scans, background research and political analysis on key policy issues.

  • Track and synthesize congressional hearings, mark-ups and other developments in areas that impact the institution's policy and funding objectives.

  • Enhance institutional policy impact through coordination of site visits and observation/tour experiences for policymakers.

  • Take part in internal Johns Hopkins committees or workgroups to infuse federal strategy and political perspective into internal discussions.

  • Actively participate in trade association and ad hoc alliance activities with peers at other institutions of higher education or health care organizations.

  • Contribute to the University's compliance with federal lobbying disclosure and ethics rules.

Minimum Qualifications

  • Bachelor's Degree required.

  • At least three years of legislative or regulatory experience in a government role or comparable position in government relations or policy at a private sector organization (including a trade association, university, health care organization, law or lobbying firm, foundation or advocacy group).

  • Excellent written and verbal communication, presentation and interpersonal skills.

  • Ability to serve as registered federal lobbyist on behalf of the institution.

  • Demonstrated ability to develop and edit materials for publication, web posting and internal briefings, including biographic information on elected officials and other stakeholders, and presentations.

  • Ability to manage competing and shifting demands in a fast-paced environment.

  • Ability to work independently and as part of a team.

  • High level of attention to detail and ability to write effectively on a deadline.

  • Ability to work after hours and on weekends, as needed.

Preferred Qualifications

  • Advanced Degree preferred.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination.
