Job Description:
OFFICIAL TITLE: Assistant Director, Education Licensure Officer
SUPERVISION RECEIVED: Department Chair, Education
SUPERVISION EXERCISED: May supervise student employees, including graduate assistants

General Statement of Duties: The Education Licensure Officer administers all aspects of the candidate initial licensure process on behalf of the Education Department and develops policies and procedures for Student Teaching application and placement protocols. The incumbent of this position will provide accurate information concerning licensure, train supervising practitioners and program supervisors on the Candidate Assessment of Perform (CAP) instrument, maintain an accessible database of students completing their Capstone project keep impeccable data on program completers, and serve as the liaison between the Worcester State University Education Department and the Massachusetts Department of Elementary and Secondary Education (DESE).

(E) Develops policies and procedures for Student Teaching/Stage III of the Education Program, including application and placement protocols (E) Maintains impeccable records of all Stage III teacher candidates and program completers. Ensures that all program completer folders for the reporting period are consistent with DESE program completer lists before they are physically or electronically filed.

Leads and engages in interdepartmental endorsement processes for other University departments needing DESE licensure, including Public Health and Communication Disorders. (E) Takes leadership role in maintaining partnerships with Professional Development Schools and other community schools to ensure quality and appropriate student teaching placements. Places student teachers in Professional Development Schools and other community schools, and runs orientation for these student teachers each semester. (E) Serves as liaison with (ESE) Office of Educator Licensure, for the purpose of clarifying regulations and resolving licensure issues. Responds to inquiries about licensure regulations from students, faculty, staff, alumni, and the community.

Handles licensure endorsements for Public Health and Communications Disorders. Updates the Student Teaching Handbook each semester to reflect the current dates and any changing protocols for student teaching. (E) In collaboration with the Department Chair, recruits and assigns adjunct and full-time faculty as program supervisors for the Student Teaching Capstone experience. Provides training for adjunct and full-time faculty supervisors on the Candidate Assessment of Performance (CAP) Instrument.

Updates students and faculty on changes in regulations. (E) Reviews undergraduate students Stage III applications for student teaching to ascertain that they have met all the requirements before providing the registrar with the names of qualified students for the Capstone Experience. (E) Reviews post-baccalaureate students Stage III applications for Student Teaching/Capstone Experience to ascertain that Middle/Secondary candidates seeking licensure have met all the requirements before coordinating their registration with the Graduate School. (E) Provides a comprehensive list of course sections of adjunct faculty serving as program supervisors to the Department Chair and Academic Affairs, so that contracts could be generated and signed in a timely manner. (E) Demonstrates understanding of the Undergraduate Day and DGCE contracts as they pertain to course credit and candidates that are supervised. (E) Generates and distributes course vouchers and arrange for Professional Development Points (PDP) to Supervising Practitioners for all licensure programs. (E) Provides support and training for Supervising Practitioners (SP) who have been identified as practitioners and appropriate mentors for student teachers. (E) Conducts a fall and spring Practitioner Conference for SP, ST & PS prior to the beginning of the semester. Monitors supervision of student teachers' progress; and initiate mediation when needed. Plans and runs the Education Student Celebration even. (E) Assists the Chair with the revision of forms, handbooks, and other materials required by the licensure office.

Ensures that there is an adequate supply of forms, MTEL booklets and MTEL schedules for students. (E) Reviews practicum documentation for completeness and accuracy. Requests official transcripts from the registrar for uploading into the ELAR system to complete candidate endorsement for the initial license. (E) Leads collaboration with the Department Chair, Dean, and faculty in planning for professional development events for Supervising Practioners and Program Supervisors. Leads organization of data for Title II and MTEL Pass rates data report.

Represents the department as a delegate at Massachusetts Association of Colleges of Teacher Education (MACTE) and Commonwealth Teacher Education Consortium (COMTEC). (E) Demonstrates civility and professional, customer-service oriented behavior, worthy of emulation by other staff and students. (E) Responsible for contributing to the WSU Strategic Plan. (E) Responsible for contributing to Equal Opportunity/Affirmative Action objectives. Performs other duties as assigned.

Requirements:
Required Qualifications:

Bachelor's degree in Education or a related field. Knowledge of public school academic environment and/or experience in higher education.

Possession of strong analytical and quantitative skills, and the ability to organize and interpret data. Excellent interpersonal communication skills; written and oral communication skills.

Preferred Qualifications:

Master's degree in Education or a related field. Knowledge of the Massachusetts Educator Licensure requirements.

Strong communication, analytical, problem-solving skills, and the ability to make sense of data. Experience working with limited supervision and with confidential information.

Additional Information:
This is a full-time, benefited, exempt, professional APA position. The firm annual salary range for this position is $75,000- $80,000, commensurate with relevant professional experience and education.
