Assistant Director

Chicago Police Department

Under direction, this class is managerial and accountable for senior manager-level functions, duties, and responsibilities, and is part of a city department's executive-level staff. The position manages a major program or has direct responsibility for an operational or administrative work section within a department's organization; and performs related duties as required.

ESSENTIAL DUTIES

  • Meet with managers to identify the scope of problems and define the objectives of various studies and data-driven projects.

  • Evaluate complex business and operational systems and draft detailed flow charts and models to assess current methods and data processes

  • Interface with senior leadership, program managers, and external stakeholders to identify, evaluate, and define opportunities for improved efficiency, cost savings, and process improvements and develop work plans and data collection processes for achieving any observed objectives.

  • Establish an operating model for data governance, including roles and responsibilities, such as data governance body, data stewardship, data custodians, and data-related policies and procedures.

  • Manage and coordinate the requests between CPD departments with internal and external delivery and manage executive and senior executive-level client stakeholder relationships

  • Partner with stakeholders to define critical business questions and insights and analysis approaches to investigate and provide answers and guidance to support decisions related to data.

MINIMUM QUALIFICATIONS

Education, Training, and Experience

  • Graduation from an accredited college or university with a Bachelor's degree in a field related to the duties performed, including five (5) years of work experience related to the position, of which two (2) years are in a supervisory role related to the responsibilities of the position or an equivalent combination of education, training, and experience

Selection Requirements:

This position requires applicants to successfully pass a skills assessment test and complete an interview. Applicants who receive a passing score on the test will be selected to interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

Preference will be given to candidates possessing the following:

  • Advanced degree (Masters or PhD) in data analytics, data science, predictive analytics, statistics, mathematics, or related

  • Previous experience managing multiple direct reports, team-based projects, and large multi-employee collaborative endeavors

  • Previous experience with large-scale data system transitions with knowledge of cultural adaptation challenges of such changes.

  • Previous experience in data science and/or computer science languages such as but not limited to R, Python, SQL, or SAS.

  • Working knowledge of database technologies, including Oracle, SAP, SQL / NoSQL platforms, and visualization applications such as, but not limited to, Power BI, and Tableau. Proficiency in working with SQL

VETERANS PREFERENCE NOTE: The City of Chicago offers Veterans Preference to both current, active military personnel AND military personnel who have served in the Armed Forces of the United States and have received an honorable or general discharge. For active military personnel, you must attach a letter from your Commanding Officer on official stationery verifying your active duty, length of service, and character of service in the Armed Forces of the United States AND a copy of your military ID to your online application. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.

Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
