General Description: Provide advice and counsel on a broad array of legal issues affecting the Authority, with a focus on launch site business and government-specific issues.

A core part of this role will include supporting construction contracts and real estate acquisitions and being familiar with Virginia laws related to operating as a political subdivision. This position works closely with and reports to the General Counsel. Responsibilities and Duties:

Learn and understand institutional mission and structure to identify factual context in which legal issue may arise. Understand Authority’s role as a political subdivision. Identify, to the extent applicable, any legal limitations on proposed policy decisions or operational actions.

Establish relationships with agency leadership, managers, and staff to foster well-informed decision-making. Conduct research to provide cogent legal analysis and stay abreast of developments in the law. Advise on mitigation of legal risks associated with the operation of Authority programs.

Represent the Authority in defending and resolving complaints filed before regulatory bodies, as necessary and recommend and negotiate settlement of disputes in accordance with OAG approval. Provide strategic advice and counsel to business, finance, legal, human resources and other colleagues. Support contracting initiatives with external parties through drafting, negotiating, and advising.

Work closely with external parties such as regulators, members of government, and customers. Provide advice and counsel to internal clients on impact of new laws, regulations and case law. Identify legal and regulatory risks and development of risk avoidance and risk mitigation strategies.

EMPLOYMENT STANDARD College: Juris Doctorate (JD) from accredited law school Major: Law General Education:

Juris Doctorate (JD) from accredited law school Job-Related Experience: Five (5) years of progressively responsible experience in legal position preferred. General understanding of the different aspects of the aerospace industry and/or Virginia government.

Certifications: None Licenses, etc.: Current law license to practice in the State of Virginia. Valid driver's license necessary while operating vehicle while on Authority business. CONDITIONS OF EMPLOYMENT Qualification:

Knowledge of fundamental subjects in law including employment law, public procurement, contracting, and FOIA, constitutional rights, intellectual property, and data management.

Knowledge of legal research procedures and the preparation of briefs and presentation of arguments for cases before state and federal agencies and courts. Skills: Skilled in identifying and researching highly technical and complex legal issues. Skilled in providing legal, technical, and policy guidance.

Skilled in consensus building, conflict resolution and persuasion. Abilities: Ability to communicate well verbally and in writing. Proven ability to use judgment, tact, and discretion.

Ability to identify and analyze issues and problems and recommend and implement solutions. Ability to quickly assimilate oral and written data, to analyze facts, and draw logical conclusions. Ability to express legal interpretations or conclusions of law clearly and logically in oral and written form.

Ability to maintain records and prepare reports and correspondence related to the work. Ability to organize work, establish priorities and maintain good interpersonal relations, communications, and effective working relationships. Physical Demands:

The work is light requiring lifting of computer equipment and involves typical office behaviors. While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is frequently required to reach with hands and arms.

The employee is occasionally required to stand; walk; climb or balance; stoop, kneel, crouch, or crawl. Some travel is required to other work locations. The employee must regularly lift and/or move up to 10 pounds.

Specific vision abilities required by this job include close vision and ability to adjust focus. Work Environment: Work is predominately performed in a typical office setting.

The position is eligible to telecommute up to two days weekly with supervisory approval. Must be able to obtain and maintain eligibility for issuance of a NASA credential.
