Minimum Qualifications Member of the NYS Bar Association and at least two years post-bar experience.
Duties Description -OGC is seeking a multi-faceted attorney with significant experience in many of OGC's practice areas. The person would help train new staff to perform their duties, handle several important matters, and fill in when staff depart, are on leave, or otherwise need assistance with cases. For these reasons the candidate must be extremely versatile in experience and knowledge.
The position will be funded at a 50% level, so OGC is seeking .5 of an FTE.
Given the variety of legal functions to be performed the attorney must have experience in the following areas: litigation (civil and administrative), real property, air and energy, permitting, and enforcement. It is expected the person will be able to fill in for any matters in these areas at any time. The person must also be able to work in a team setting, and be able to educate younger attorneys on the finer points of the various legal areas.
The attorney will need to be able to manage legal and technical teams in litigation, including enforcement cases, real property matters, and complex litigation on air issues.
The Associate Counsel will report to the Deputy Counsel in OGC and receive assignments based on the priorities of OGC.
As assigned by the Bureau Chief, the Associate Counsel will serve as lead counsel on significant enforcement proceedings, and other matters, including those with multi-region or multi-agency involvement. When appropriate, the Associate Counsel will assist the Attorney General's office in judicial proceedings.
The Associate Counsel will also analyze legal issues in enforcement matters, prepare consent orders and related pleadings, conduct legal research and represent the Department in administrative proceedings. The Associate Counsel will meet with and oversee lawyers and program staff during complex enforcement hearings. At times, the Associate Counsel will assist the regions regarding enforcement matters.
It is expected that the candidate will be able to handle complex matters in numerous fields.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
