Minimum Qualifications Qualifications

Juris Doctorate and admission to the New York State Bar, and one to three years of experience in general corporate matters; municipal law; environmental law; or local finance law. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered, at the discretion of the Corporation.

Knowledge/skill/experience in the following areas is desired:

  • Municipal law

  • Environmental law

  • Corporate procedures and principles

  • Commercial transactions/contract law principles

  • Public finance and investment laws and principles

  • Legislative analysis and drafting

Knowledge/skill in the following areas is required:

  • Efficient management of multiple projects

  • Drafting/review of legal documents

  • Strong verbal and written communication skills and an ability to interact well with people of diverse backgrounds and experiences in a professional manner

Working Conditions and Physical Abilities

Work is performed in an office setting, with prolonged periods of sitting and fine manipulation skills required for computer use

Duties Description Position Description

The Assistant Counsel reports to the General Counsel and is responsible for providing assistance in meeting the legal needs of the Corporation.

Essential Duties

  • Conduct legal review of loan and grant applications, municipal bond resolutions, State Environmental Quality Review Act compliance documents, inter-municipal agreements, special district formation documentation, and other related materials.

  • Review documents in connection with financing water quality projects.

  • Advise EFC with respect to its Board resolutions, notices, and other matters required in connection with EFC's financings.

  • Advise and provide written analysis as requested on federal and State legislation, regulations, rules, or guidance documents that may have an impact on EFC's financing programs, EFC's obligations thereunder, or other related matters.

  • Prepare and/or review contracts.

  • Provide legal advice to the Corporation as required.
