ORGANIZATIONAL SUMMARY:
The University Controller's Office, led by the Assoc. VP/Controller, is primarily responsible for safeguarding university wide institutional resources and provides accounting, analytical and operational financial support for the instructional, research and service missions of USF, while ensuring compliance with all Federal, State, and regulatory financial guidelines.
The UCO consists of Accounting and Reporting Services (General Accounting, Financial Reporting, Research Cash Management, Asset Management, & Construction Accounting); Student Accounting Services (Cashier's Office, Student Accounting & Customer Service, and Accounts Receivable); and the Office of Budget & Financial Analysis. All groups in this division have unique and collaborative missions including State University System financial and budget reporting, internal reporting & analysis, financial & management systems support, as well as business decision support.
This office coordinates university budgeting, internal management reporting and delivers critical information to guide financial planning and strategic decision making, thereby supporting the University's goals of excellence and financial stability.
POSITION SUMMARY:
This position is directly responsible for managing those activities that relate to the Student Accounting, Customer Service, and Reporting areas of Student Accounting Services. Directly supervises three staff members.
Interprets and implements the rules and regulations of the University of South Florida, Board of Trustees, State and Federal Agencies. Serves on various Committees and Implementation teams for financial related issues.
RESPONSIBILITIES:
Manages multi-million dollar programs involving the processing and reconciliation of tuition and fee related revenue, receivables, and refunds. Oversees the day to day operations of Student Accounting, Customer Service, and Reporting areas of Student Accounting Services.
Communicates with university departments concerning the Banner Student System, advises accounting standards and practices for the university. Communicates with the State Controller's Office concerning the Abandoned Property Reports. Communicates with students, parents, and alumni in reference to their University Financial Information.
Serves on various Committees and Implementation teams for financial related issues.
Examples are:
Yield Team, ARFABIT, Orientation Team, Homeless Waiver Committee, Banner Projects.
Interprets and implements the rules and policies for the Board of Trustees, State Agencies, Federal Agencies, and University of South Florida that relate to tuition. Initiates, develops, recommends, and implements policies and procedures concerning the receipt and distribution of tuition and fee payments and refunds.
Develops and Coordinates Banner system projects. These projects are used to update a current Banner process or to improve efficiency and effectiveness of our computer system.
Coordinates interaction with students and parents on Student Accounting Services issues. Resolves any escalated customer service issues.
Other duties and projects as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
Bachelor's Degree in Accounting, Business or other directly related field and five years of professional accounting experience; or, a Master's degree in same and 3 years of qualifying experience.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Five or more years of supervisory experience. Previous experience in a university Student Financial Services/Bursar department.
Experience with Banner and PeopleSoft systems. Project management experience.
SPECIAL SKILLS/TRAINING:
Knowledge of Banner Student System, analytical and supervisory skills.
