The Assistant Commissioner of Health and Code Services is the principal executive and administrative officer of the Division of Health and Code Services within the Department of Inspectional Services. Under the general direction of the Director of Inspectional Services, this position oversees and directs the enforcement of housing and sanitary codes, as well as collaborates with various city departments to ensure compliance and public health standards. The mayor appoints the assistant commissioner of health and code services, subject to confirmation by the city council as provided in the Charter.

Essential Functions

  • Support the Director of Inspectional Services in overseeing the Board of Health by providing administrative support, coordinating meetings, and facilitating board activities and communication.

  • Supervise and direct the work of all employees within the division, including sanitary code inspectors, sanitary inspectors, public health nurses, and the food and milk inspector.

  • Enforce minimum standards of fitness for human habitation as established by the housing and sanitary code and rules and regulations of the Board of Health.

  • Collaborate with inspectors from inspectional services and other departments, such as the fire department and building department, on matters related to housing and sanitary code enforcement.

  • Perform duties necessary to fulfill obligations as the principal executive and administrative officer of the division of health and code services.

  • Assist citizens and staff members with inquiries, refer concerns to appropriate personnel, and address the needs of the Commissioner of Inspectional Services and Board of Health members.

  • Administer licensing applications, notices of hearings, and enforcement actions, maintain records, and prepare reports as required.

  • Review bills and ensure timely payment in accordance with city guidelines.

  • Prepare agenda items, meeting packages, and meeting minutes for the Board of Health, maintaining accurate records and documentation.

  • Elevate the standards for and improve the performance of the City's public health department.

  • Increase cross-jurisdictional sharing of public health services to strengthen the service delivery capabilities of local public health departments.

  • Initiate and build key relationships within and between the Local Board of Health, Inspectional Services Department, other municipal departments, and external partners, including community-based partners and advocates, to further public health goals.

  • Explore improvements in the current platforms to report, analyze, and interpret data.

  • Set education and training standards for local public health officials and staff and expand access to professional development.

  • Commit appropriate resources for the local public health system changes proposed by the Commission.

  • Ensure continuity of stakeholder engagement in the implementation of the Board of Health's recommendations with authenticity, collaboration, and the ability to build trust.

  • Promote and prioritize health equity and racial justice and advance the public health needs of the community.

  • Stay abreast of innovative and effective public health efforts and ensure efficient use of resources and seek new funding opportunities for services and programming.

  • Provide leadership, vision, and strategic planning to assist the Local Board of Health.

  • Set priorities and ensure that work is in alignment with the public health goals and review performance reports to ensure compliance with federal/state/city guidelines, including the state sanitary code.

  • Act as a liaison between the Inspectional Services Department and other state and local agencies, including the Local Board of Health, Department of Public Health, 14 Large Cities Coalition, Region 3

Qualifications

Associate's degree or High School Diploma with a minimum of three (3) years of office experience or an equivalent combination of education and experience
