CLASS DESCRIPTION
The Baltimore City Department of Housing and Community Development is seeking an Assistant Commissioner of (CDBG) Community Development Block Grant Compliance for its Consolidated Planning Division.
The Consolidated Planning Division is responsible for Baltimore City's Consolidated Plan for its four (4) HUD formula grants, and directly administers the annual CDBG grant. The Assistant Commissioner of CDBG Compliance will work closely with the Deputy Commissioner and Assistant Commissioner of Operations and planning to ensure effective, timely grant administration. Candidates must possess excellent organizational, critical thinking and problem-solving skills, and have a deep knowledge of the federal rules and regulations that govern the CDBG program.
ESSENTIAL FUNCTIONS
Manages compliance and contractual administration for the CDBG grant program.
Directly supervises four staff members, providing managerial guidance, support, and accountability.
Develops and implements policies, procedures, processes that align with HUD and City and Baltimore regulations.
Coordinates with Assistant Commissioner of Operations and Planning on technological enhancements to increase effectiveness and efficiency, incorporating best practices from other HUD entitlement communities.
Coordinates with DHCD & City of Baltimore partner agencies, non-profit subrecipients, and HUD to ensure the timely delivery of CDBG services, funding, and reporting. Collaborates with those same partners to develop and deliver training and technical assistance for city agencies and NPO subrecipients.
Represents the division at meetings and events.
Represents the Deputy Commissioner at meetings and events in her absence.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: A master's degree in business administration, public administration, management, law, or related field from an accredited college or university.
AND
EXPERIENCE: Have 6 years of senior management, policy-driven operational responsibilities, including 3 years of experience managing homogeneous functions through subordinate supervisors.
At least 5 years of experience with administering Community Development Block Grant (CDBG) funds.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles, practices, and procedures of business and public administration.
Knowledge of standard office management methods.
Knowledge of organizational structure, staffing patterns and administrative controls.
Ability to plan, organize, and direct the work of others.
Ability to present recommendations and reports clearly and concisely, in easily understood formats.
Ability to effectively analyze situations/scenarios and exercise critical thinking for determining next steps/making recommendations to leadership.
Ability to exercise judgment and discretion in applying and interpreting departmental policies, laws, rules, regulations, and procedures.
Ability to develop and install program procedures.
Ability to speak and write effectively.
Ability to maintain confidentiality of sensitive information.
Ability to communicate effectively with co-workers, staff of other agencies and the public.
