PRIMARY OBJECTIVE

The position is open until filled. Candidate reviews will begin May 1st, with first-round interviews to follow on May 16th and/or 17th and second-round interviews on June 4th and/or 5th. The ideal start date for this role would be early July. To provide specialized administrative, leadership and organizational services focused on the delivery of community services and to assist the City Manager in the overall programs of the City. To advance the City's mission to cultivate an enduring and remarkable community where people want to be. To perform the duties of the City Manager, as delegated.

EXAMPLE OF DUTIES

  • Provides leadership and direction for the effective and efficient delivery of community services; takes specialized assignments as directed by the City Manager and carries them out to successful completion; assists City Manager in preparation of agenda materials for Council meetings; develops specialized data as requested by the City Manager or City Council.

  • Participates with the City Manager in the review of departmental budgets and development of City budgets for presentation to the Council; maintains control of respective budgets to ensure expenditures are consistent with Council policy and City requirements.

  • Serves as an active and contributing member of the City's executive management and leadership teams to advance the organization's vision and values, address cross-organizational needs and policies, and contribute to the objectives of the City as a whole.

  • Provides direction/guidance to department/division heads as delegated by City Manager.

  • Conducts a wide variety of special projects and services which may include but are not limited to strategic planning, project management of public facilities, assessment and evaluation of City services, and preparation of special reports.

  • Serves as a liaison between the City and various governmental units, non-profits, and community-based organizations; represents the City in development of programs and carrying them out in the best interests of the City; answers questions from the public or City departments on Council actions as well as communicates Council actions and policies to appropriate individuals.

  • Provides direction for the development and management of public information related to the City Council, City Manager's Office and in collaboration with other departments as delegated to ensure their effectiveness and positive results to the City.

  • Working with the City Manager and Assistant City Manager - Internal and Strategic Services, develops and implements a performance measurement system that includes key performance indicators for all City operations.

  • Participates in the development, implementation, and reporting of the City's strategic plan, and ensures that operationally relevant objectives of the strategic plan are being effectuated and achieved.

  • Supports organizational development initiatives by working with the Human Resources Division and the City's Executive Leadership Team to ensure the growth and optimization of employee abilities, competencies, and skills to effectively deliver service to the community.

  • Provides direction for the development and management of public information related to the external services of the City.

  • Provides long-term, strategic leadership, as well as day-to-day support and oversight, for Community Development, Parks & Recreation, Public Health, and Public Works.

  • For purposes of City Code, fulfills responsibilities of Public Works Director.

  • Creates and nurtures a culture of teamwork, continuous improvement, and equitable and inclusive service.

  • Working with direct reports, recommends candidates for hire and promotion, applies and enforces personnel and payroll policies, approves time-off, travel and training requests, timesheets, and purchasing card statements.

  • Leads and manages staff consistent with the City's vision and values.

  • Ensures that Racial Equity Action Teams within the respective Departments are advancing organizational objectives and actively participates in the work of those teams.

  • Defines the level of expected performance, provides the necessary resources and support, holds staff accountable for achieving performance goals and completing responsibilities, and recognizes and rewards staff for a job well done.

  • Directs and/or participates in various personnel activities, including hiring, performance evaluation, salary adjustments, disciplinary action, and employee reward/recognition.

  • Performs related work as apparent or assigned.

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED

  • Ability to communicate clearly, both orally and in writing, with the public, employees, and others in an effective, tactful, and courteous manner.

  • Ability to effectively manage a wide variety of City projects and problems.

  • Ability to create and foster an environment that successfully implements organizational change.

  • Ability to maintain a positive image of the City through effective management of problems and sound coordination of programs.

  • Ability to effectively build and lead a team, support and motivate staff, and relate to others.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in public administration, business, urban affairs, law, planning or equivalent.

  • Five years of experience in government including management/supervisory experience.

  • Thorough knowledge of City functions, policies, and practices.

  • Demonstrated ability to supervise the work of others.

  • Able to develop and maintain trusting working relationships with a wide variety of City personnel as well as the general public.

  • Able to communicate effectively orally and in writing.

DESIRABLE QUALIFICATIONS

  • Master's degree or other related advanced degree.

  • Five years of experience reporting directly to Chief Administrative Officer or participating as a member of an executive management/leadership team.

  • Experience working closely with elected officials in the development and implementation of organizational strategies, budgets, and programs.

  • Experience managing the service delivery operations of a local unit of government.

  • Experience developing employee engagement strategies.

  • Experience working with other governmental entities, non-profits, and community-based organizations.

  • Demonstrated ability to work positively and successfully with diverse communities and staff.

  • Experience developing and coordinating implementation of strategic plans.

  • Effective public speaker.

SUPERVISION OF OTHERS

The position supervises the City Engineer, Community Development Director, Deputy Director of Public Works, Maintenance Superintendent, Parks & Recreation Director, Public Health Administrator, Utilities Superintendent, and Administrative Assistant for Community Services.
