Assistant City Manager, Missouri City, Texas (pop.74,139). Strategically located, growing city with a rich Texas history seeks highly progressive, team-oriented, local government leaders to apply for its Assistant City Manager position. Located adjacent to Houston, Missouri City is primarily in Fort Bend County, though a portion of the city is in Harris County.

The City is approximately 30 square miles with extra-territorial jurisdiction of an additional 24 square miles and is bordered by Sugar Land to the west and Arcola to the southeast. Missouri City is recognized nationally as one of the Safest Cities in America by Congressional Quarterly and one of the Best Places to Live in America by CNN/Money magazine.

Examples of Work: The Assistant City Manager is appointed by and reports to the City Manager.

There are two Assistant City Managers, one with responsibility over Public Safety, Finance, solid Waste and Employee Engagement. The position in this recruitment will be responsible for oversight of Public Works, Transit and Mobility issues and regional relationships including the Houston Galveston Area council and the Fort Bend/Harris County Toll Road Authority. The City has a $136 million all funds total budget and is a full-service city including police, fire, public works, economic development, finance, human resources,innovation and technology, parks and recreation, development services.

The City has numerous municipal utility districts that it closely works with to provide water and sewer utilities inside the city boundaries and in the city's extraterritorial jurisdiction.The City has 369.5 full-time employees. Education, Experience, or Certification:

  • Candidates for the Missouri City Assistant City Manager position must have 5-7 years increasingly responsible experience in local government or closely related field.

  • Experience in public works operations and/or oversight is highly valued along with experience with Municipal Utility Districts and economic development. A commitment to strategic planning, excellence in customer service and a desire for ongoing innovation in local government service delivery is also important.

  • Candidates must possess a bachelor's degree in public administration, business administration, engineering or related field. A master's degree in public administration, business administration or another field is highly desired.

    Residency in Missouri City is not required. Salary range is $109,000 - $149,000 DOQ.

The person in this position gathers, designs, implements, and assures continuous performance improvements and service delivery in the City. Examples of Work: * Conducts complex and sensitive administrative, operational, and management analysis, studies, and research projects including those involving City-wide issues, programs, policies, and procedures; selects, adapts, and applies appropriate research and statistical techniques; gathers and analyzes data and information from various sources on a variety of specialized topics; * Identifies and spreads effective strategies to all departments, within the City to increase performance and productivity; Prepares, maintains, updates, an/or submits financial and general reports, records, documents, and other correspondence; maintains and updates databases and online systems; work may involve researching and compiling information; * Works closely with the HR/OD Department to align organizational objectives with individual and team goals reflected in the City's Performance Management System; * Serves to assist the City Manager to lead the establishment of strategies for optimizing organizational performance; * Identifies, clarifies, communicates, and champions City priorities and ensures that they become opportunities to improve the structural capacity, service delivery mechanisms, and overall customer satisfaction with City services; * Promotes innovation, critical thinking and creativity in developing approaches and solutions to City needs. Promotes and encourages collaboration in seeking new ways to share resources ideas and best practices in order to optimize service delivery organization wide; * Coordinates information technology and organizational processes for the definition of corporate performance; including, definition of goals, objectives, targets and business plans; * Assesses the success of the City as a whole and identifies and manages processes and control architectures; such as, budgeting models and business intelligence systems; * Serves as a liaison to, and coordinates with internal and/or external departments, personnel, boards, commissions, and agencies, to facilitate departmental operations, including assisting with special projects, events, and assignments. * Represents and supports the City Manager with City Council, employee and citizen group discussions and meetings. Monitors pending items list, and keeps the City Manager informed about projects and issues of importance to Council. Provides the City Manager with accurate and timely information to support decision making and policy direction * Selects, aligns and streamlines Citywide metrics with a model of Performance Management that is closely synchronized with the City's strategy; * Gathers performance data from the City, its market comparable cities, and regional or state data, then analyzes the data to determine how to establish and improve performance goals; * Perform other related duties as assigned; Subject to 24-hour recall. Education, Experience, or Certification: Bachelor's degree in business administration or a closely related field, from an accredited college or university and a minimum of three (3) years related professional experience required.
